1. Summary

Title: Final Evaluation Consultancy – Flood Proofing and Drainage for Medium-sized Coastal Cities in Vietnam for Climate Change Adaptation Project - Disaster Risk Management (DRM) Component

2. Background: Flood Proofing and Drainage for Medium-sized Coastal Cities in Vietnam Climate Change Adaptation Project - Disaster Risk Management (DRM) Component

In Vietnam, coastal cities are increasingly threatened by climate change through extreme weather events and rising sea levels. Most the cities are inadequately prepared for flooding from rivers, the sea and intense rainfall. As a result, communities must adapt to a higher flood risk. Thus, the capability of the local population and governmental authorities in responding to emergencies and disasters needs to be strengthened. Frequent and severe flooding increased by climate change will continue to cause damages and losses unless risk reduction and adaptation strategies are implemented on all levels and across all sectors. The aim of the Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) component of the project is to reduce the vulnerability and increase the capacity of the local government and the affected communities to better prepare and adapt to flood risks in the two target cities, Quy Nhon and Tuy Hoa. Supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ, German International Development Cooperation Agency) in its cooperation with the Ministry of Construction and the respective People’s Committee of Binh Dinh and Phu Yen, Vietnam Red Cross (VNRC) and German Red Cross (GRC) support the local authorities and civil societies in developing potential synergies between DRM and CCA. One of the key objectives of the DRM & CCA component of the project was to enhance the government capacity at ward, city and province levels in DRM planning through the development and adoption of planning guidelines.

3. Purpose

GRC is seeking the service of a consultant to evaluate the real contribution of the project in DRM planning at all levels and to inform the two overarching project indicators:
“A guideline for emergency preparedness and response is approved by the PPCs in Tuy Hoa and Quy Nhon, used by the CDRM for preparing its annual emergency preparedness and response plan and followed by CDRM members at all levels”.
‘The share of households in urban areas with high flood risk in Tuy Hoa and Quy Nhon that will comply with the new standardised precaution and evacuation guideline for floods, increases from 0% to 50% in 2015 and 70% in 2016’.

The assignment will consist in:

  • Developing one (1) Evaluation report assessing in which extend the overarching project indicators have been reached (40 pages maximum, including a summary of the key findings and annexes). This Evaluation report will include 3 case studies:
    • one (1) case study focused on VNRC/GRC support to DRM planning at Ward level in Phu Yen and Binh Dinh Provinces. This case study will describe the challenges encountered in using the DMC 2014 guidelines and the opportunities and will provide recommendations for replication as part of the law.
    • one (1) case study on focused on VNRC/GRC support to DRM planning at Provincial and city levels in Phu Yen and Binh Dinh Provinces. This case study will describe the process, outcomes, challenges and opportunities and will provide recommendations for replication as part of the Vietnam law.
    • one (1) case study on VNRC/GRC support to Disaster Preparedness at household level – lessons learned from experiences including development of DP checklist, awareness, trainings, and drills. This case study will describe the process, outcomes, challenges and opportunities and will provide recommendations for replication.

    Those 3 case studies (6-8 pages maximum, including a summary of the key findings for each case study) will target DRR/DRM practitioners and aim at providing reflections and recommendations based on experiences. They will be part of the evaluation report but will be designed in a way that they can also be used separately for advocacy purpose.

  • Preparing and making one (1) presentation about the key findings of the evaluation and the highlights of the 3 case studies which could be used for further advocacy activities for replication and scaling up.

4. Duty Station & Proposed Timeline

The consultant will be home-based with travels to Phu Yen and Binh Dinh, and the presentation will be done in Hanoi in the GRC office.

Activities and Timeline:

Desk Review: 5 days – week 07-11 Dec 15
Field Phase: FGDs / interviews of key informants (Phu Yen & Binh Dinh): 4 days – week 14-18 Dec 15
Drafting of evaluation report including 3 cases studies: 12 days – Draft shared with GRC by 5th Jan16
Presentation of Key Results: 1 day (Hanoi) – 7th Jan 16
Finalization of evaluation report including 3 cases studies: 2 days – final version shared and approved by GRC by the 15th Jan16

5. Selection Criteria

Essential:

  • At least 5-10 years of theoretical and practical work on Community Based Disaster Risk Reduction (CBDRR) with focus on DRM planning
  • Previous documented research experience in the areas of Disaster Risk Reduction / DRM
  • Demonstrated ability and skills to analyze and report research findings in a related field
  • Excellent writing and documentation skills in English and presentation skills
  • Ability to meet required date of report’s submission

Optional:

  • Previous experience working with the Red Cross Red Crescent is preferred
  • Excellent writing skills in Vietnamese

**GRC shall pay the service provider with the amount before VAT as this evaluation is an activity part of a humanitarian project therefore the VAT shall be exempted as by Vietnamese Law on Valued Added Tax No. 31/2013/QH13 dated June 19, 2013 (Article 13, point 5).
