Consultant for supervising project application development

 

 

  1. BACKGROUND

Since 2021, in cooperation with Vietnam’s Ministry of Education and Training (MOET), PATH is implementing the project “Fit For The Future” in Vietnam. The project developed the first-ever educational program on noncommunicable diseases (NCDs) prevention in school-setting by combining in-class lessons and self-learning activities on an educational user-friendly mobile/web-based application (App) with artificial intelligence (AI) named “Sức Khỏe Tương Lai” (SKTL App).[1] This program has positively impacted 47,000 people, including 29,000 youth, with significant behavioral changes observed.

Currently, the project is planning to update/ upgrade the SKTL App. A person-centered approach will be applied to engage young users in the review and incorporate their feedback for further development of the educational app. Adding new functionalities on top of the built digital ecosystem of the App will be a designated approach.[2] AI learning assistant, gamifications, digital well-being support, and health service connection will be key improvements.

   

  1. CONSULTANT ACTIVITIES

To ensure the highest quality of the App, PATH looks for a consultant to provide strategic and innovative technical support to the project team to work with the selected IT vendor throughout the upgrade process. Detailed activities include:

  • Supervise an Evaluate: Provide technical inputs for the bidding request for proposal. Assess proposed technical solutions of the IT vendor for feasibility and compliance with educational program requirement. Propose functionalities where artificial intelligence (AI) can enhance app performance. Supervise and evaluate the development of the app’s functionalities at the mock-up design stage to ensure they meet all designated requirements.
  • Provide Feedback and Recommendations: Offer feedback and recommendations for any necessary technical adjustments to enhance the system’s functionality and reliability. Advise on user-friendly and visually appealing design approaches to ensure ease of use for students, teachers, and administrators.
  • Ensure Quality Standards: Verify that the app technology meets quality standards and is capable of connecting to government education information infrastructure. Recommend technical solutions to optimize system efficiency, minimize errors, and enhance overall performance.
  • Assess Development Outputs: Evaluate the outputs of the SKTL App throughout at each stage of the development process, provide necessary comments and recommendations, and participate in regular check-in meetings with the information technology vendor. Review the first release update/upgrade version of the SKTL App to ensure compliance with the bidding request for the proposal’s requirements
  • Review and Test: Participate in discussions with stakeholders (educational authorities, teachers, students and parents) to gather feedback, report bugs for the first release of the SKTL App and offer technical advice to ensure the app’s data flow, data management, and reporting system are accurate and reliable for tracking student learning results and behaviors. Evaluate the app’s compatibility with other educational platforms, such as learning management systems (LMS).
  • Testing and Acceptance: Test the final version of the SKTL App to ensure they meet all requirements of the bidding request for proposal and the requirements of relevant stakeholders.

The consultant will work from April 2025 to Sep 2025, with a maximum working day of 22 days.

4.    A comprehensive report on the review of the final update/upgrade of SKTL App for community and healthcare workers.

  1. REQUIRED QUALIFICATIONS AND EXPERIENCE
  • Profound knowledge and understanding of digital education strategy and methods as well as learners’ needs  
  • Rich experience in eLearning system development and connection within public education system
  • Strong skills and experience of applying modern technologies such as AI, adaptive learning, gamification etc. into digital education
  • Ability to network effectively, work in teams and influence decisions.
  • Experience of networking with agencies of MOET’s through digital education project is preferred
