Handicap International is active in Viet Nam since 1992. We are currently seeking a qualified and motivated person, to work in Bien Hoa city, Dong Nai province in the position of CONSULTANT
To conduct a qualitative study for the project ‘Decent work and social protection for people with disabilities

Location: the duty station is at HI office in Bien Hoa, Dong Nai Provinces. The consultant is expected to travel extensively in Trang Bom, Xuan Loc and Long Thanh districts.
Interfacing: The consultant is the team leader of a research team and is supervised by the HI Regional Coordinator of the project and the Operational Coordinator in Vietnam. He/she interacts with all staff members in the project and cooperates directly with Vietnamese counterparts.
Job Summary: management and technical support of a qualitative study of the needs of people with disabilities in term of social protection and employment and the existing shortfalls of the official framework legislation-local policies-services in addressing those needs in Dong Nai province.
Duration: 10 weeks, indicatively from 26th September to 5th December 2011.

SCOPE OF CONSULTANCY WORK
The study is composed of 03 phases: Assessment, analysis of gaps and of the community response to the gaps, preparation report. The first phase of the study being already finished, the consultant will be responsible for the overall management and results of the study and the production of the final report. He will be responsible for the completion of the 2 following phases:

Phase II:
- Analyze the data and findings of the assessment phase (phase 1, cf TOR) and produce a list of shortfalls
- Plan, coordinate, provide technical support and ensure quality for the identification of the informal mechanisms/practices existing at community level that are filling the gaps
- Analyze the informal mechanisms/practices existing at community level

Phase III: fully responsible for the production of the final report
- Tangible products of the consultancy:
- List of shortfalls (qualitative and quantitative)
- Summary tables of the analysis of the informal mechanisms/practices existing at community level
- Final report of the study

REQUIRED QUALIFICATIONS
- Extensive experience in conducting and analyzing quantitative and qualitative need assessment in the field of vocational training, employment, education, microfinance, health care, social security.
- Extensive experience in analyzing legislation, policies and their actual implementation at local level in the field of vocational training, employment, education, microfinance, health care, social security.
- Proven experience in coordinating and managing research projects and teams; designing questionnaires and tools for research.
- Experience in disability issues is highly desirable.
- Proven experience in analyzing research data using tools (SPSS or other software for data analysis).
- Excellent written and spoken communication and presentation skills.
- Fluency in English and Vietnamese (write, speak, read).
- Excellent report writing skills.
