Marie Stopes International is a not-for-profit sexual and reproductive health (SRH) organisation that uses modern business methods to achieve the social goal of preventing unintended pregnancies and unplanned births in more than 40 countries worldwide. Marie Stopes International Vietnam (MSIVN) is a not-for-profit social enterprise with a focus on social and financial sustainability. Funded by Atlantic Philanthropies (AP), MSIVN has been working with provincial Departments of Health to establish a Government Social Franchise (GSF) model, “tinh chi em” at Commune Health Stations (CHS) in Khanh Hoa and Da Nang (phase 1); Thai Nguyen, Thua Thien Hue, and Vinh Long (phase 2) from 2005 – 2012. The purpose of the franchising and branding activities is to improve the Access, Quality, Equity, and Cost-Effectiveness of the reproductive health and family planning services provided by CHSs. The Donor has generously approved phase 3 of this GSF model through a project: “Advancing the Government Social Franchising Model of Reproductive Healthcare Services in Vietnam to Scale Up Nationally”. Following the success of the ‘tinh chi em’ model in phases 1 and 2, MSIVN is working with the Ministry of Health (MOH), and the Departments of Health (DOH) of Ca Mau, Dak Lak and Yen Bai provinces to develop a solid foundation for nationwide scale up and ensure the model’s sustainability.
The overall goal of this project is to improve maternal health through the national scale-up of a GSF model delivering high quality SRH services in Vietnam.
This consultancy is to support the review of the “Advancing the Government Social Franchising Model of Reproductive Healthcare Services in Vietnam to Scale Up Nationally” project since the start-up phase to the mid-term stage. The project was approved in July 2013 and is to be finished by the end of December 2016. The mid-term review is to be carried out in Quarters 1 and 2 of 2015.
