Consultant for Nutritional Survey in Ba Be and Na Ri District, Ban Kan Province

1 – Background
The Ethnic Minority Women’s Empowerment project is one of the three projects under CARE Vietnam Ethnic minority program. This project is implemented in Bac Kan, Dien Bien and An Giang province. 
The EMWE focuses on sustainable and lasting change for remote ethnic minorities, who are land poor, have weak resilience to hazards and shocks, and in particular women. This impact group has been defined with reference to the most significant, multiple and interacting points of vulnerability and poverty amongst this group.

The objective of this component of the EMP is Ethnic minority women in Vietnam are empowered to make their own choices on improved livelihoods and nutrition, and have a respected and valued voice in influencing related policy.

In Bac Kan province, the project started from November 2011 in Ba Be and Na Ri districts focusing on women club capacity building, livelihood and nutrition improvement for women and children.
This TOR concerns a survey on women and children nutrition status in 5 pilot sample villages Ba Be and Na Ri districts (further survey for Dien Bien and An Giang will be conducted in latter step). Based on these survey results and recommendation, the project will have further capacity building for key local women and man at village level on LANN (Linking Agriculture, Natural Resource Management and Nutrition) capacity building model. 

2 – Objectives and scope of the survey

The consultant has main objectives as:
1.Research the current nutritional situation and behaviours in the project area in cooperation with EMWE project team and partner staff of Bac Kan to analyze nutrition situation towards women and children in line with national average standard.
2.To analyze the current malnutrition status and develop the local indicator system, in which the ethnic minority people can understand and apply for their own assessment.
3.Recommendations on how to improve local villagers capacity and nutrition for women and children by local solution (local food etc).
4.Further recommendation on application of LANN model (LANN document will be provided by project)
More specific scope of work will be determined in consultation with selected consultant.

3 - Methodologies and tasks

The survey will require information from a variety of resources including: Project staff and partners, project documents and other records, field survey and interview beneficiaries. This information should be gathered and reported using methods that provide accurate, representative and appropriately detailed information. Conclusion and recommendations must relate clearly and directly to the data and analysis presented in the body of survey report. 

The choice of specific methods and sampling procedures will be determined by the consultant in conjunction with the CARE Vietnam and project management team.

- In order to meet the above objectives, the consultant is expected to carry out, but not limited to, the following tasks:
- Clarify TOR with EMWE project team
- Develop an outline, tools, methodologies and field schedule for the research.
- Review all necessary project/program documents.
- Collect and review relevant information related to nutrition in 5 villages in the project areas.
- Present main findings and recommendations for EMWE project team and partners
- Draft a preliminary survey report that includes designed model/s, action plan and recommendations.
- Finalize the report after receiving feedback from participants

4 - Outputs and Format

- The survey report will cover objective and scope of work as outline in section 2. Specific content of the report will be discussed with selected consultant.
- The above reports will be submitted in hard copy as well as in electronic form containing the text and tables of the reports in Microsoft Word and other popular software like Microsoft Excel. The report will be prepared in English.

5 – Consultant requirement

It requires international/national consultant with experiences of working with ethnic minority and nutrition. 

6 - Preparation and Logistical Support

CARE Vietnam will facilitate the consultant's work through the provision of all required logistical support such as translation, accommodation, transportation to/from/within project area, and documentation as well as arrangement of meetings and field visits.

7 - Itinerary

The evaluation will cover a total of about 15 days in February – March 2013. Detailed time and itinerary will be discussed with the consultant during recruitment process.
