World Vision International in Vietnam (WVIV) is looking for the Consultant to fill the following vacancy:

Consultant on the Operational Review of Digitisation Saving Groups

1.             Background

World Vision International (WVI) and DearmStart Labs (DSL) signed a  Memorandum of Understanding (MOU) at a global level for implementing a  DreamSave, a digital savings group system  in Africa and Asia which includes Vietnam. World Vision Vietnam selected 10 Savings For Transformation (S4T) groups for implementation from Jan 2021 until Jan 2022.

The digitisation saving groups in Vietnam aims to understand how Saving For Transformation groups (S4T) can improve their operations towards digital records management and COVID-19 adaptation as an innovative way for replication. After one year implementation, the Operational Review is needed to assess how the DreamSave application has been introduced and operated in selection groups.

2.            Objectives

• Understanding how the DreamSave application and DreamSave insights worked.
• Understanding how DreamSave impacted the training of Savings Groups;
• Understanding how the role of staff, partners and including savings groups facilitators changed in the implementation of the Digitised Savings Groups;
• Understand how the digitization of the Savings Groups impacted data collection, analysis and use for program decision during implementation;
• Identify how groups used their information to facilitate financial service provider linkages;
• To find out the operational cost effectiveness of the digitizing saving groups in relation to traditional savings groups in the context of rural WV Vietnam;
• To evaluate the sustainability of DreamSave (digitization saving group) and to document good practices of digitization Saving group for learning or for scale up.

3.            Expected Output

Completed Operational Review Report with findings and recommendations.

4.            Duration

From February until week 2 of March 2022
