Consultant to Project VIE/027 Supporting Health Care Policy for the Poor in Cao Bang and Bac Kan

Title: Promoting Health Seeking Behaviour
Maximum Budget:  1 130 000 000 VND -  Performance Period of intermittent 12 months
The Luxembourg Agency for Development Cooperation (Lux-Development) launches a call for expressions of interest for the acquisition of services including:
1. Design of survey instrument and methodology and carry out the baseline study for health seeking behaviour,
2. Development of the IEC materials
3. Technical supervision during the conducting of IEC campaigns in the districts, and
4. Utilisation Study (Post campaign survey)

on behalf of Project VIE/027 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg.
- Services providers that are invited to express their interest to offer the services mentioned above are any consulting firms, non governmental organisations or other associations legally established, specialised in design of survey instrument and methodology for health seeking behaviour and utilisation study (post campaign survey).
- Indicatively, services providers will have to demonstrate their technical capacity and experience in design of survey instrument and methodology for health seeking behaviour, technical supervision and utilisation study.
- The start of the contract is foreseen for mid December 2011 and an intermittent performance period of 12 months. Interested services providers must be available intermittently based on the Project approved implantation/intervention schedule for the entire period foreseen and willing to intervene in Hanoi, Cao Bang and Bac Kan provinces and/or other places in Viet Nam when the service required.
- The maximum budget available for this contract is estimated to 1 130 000 000 VND (one billion one hundred thirty million Vietnam Dong).

The application dossier including the selection criteria and the application form can also be collected at the office of Project VIE/027.
The shortlist of candidates invited to submit a full offer in English will be established of minimum three (3) and maximum eight (8) candidates evaluated as qualified and ranked if necessary against the selection criteria.
