Introduction about Humanity & Inclusion – Mekong Program

Humanity & Inclusion, also known as Handicap International, is an independent and impartial international aid and development organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and vulnerable groups, it takes action and provides testimony in order to meet their basic needs, improve their living conditions and promote respect for their dignity and their fundamental rights. Humanity & Inclusion is a non-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations which provide human and financial resources, manage projects and implement its actions and campaigns.

Humanity and Inclusion Mekong Program is made up by 4 countries: Cambodia, China, Lao PDR & Vietnam. The regionalization of these 4 countries into a single program started in 2019 with the establishment of the Regional Executive Committee. The first Mekong Operational Strategy was approved in March 2021. One of its main objectives is to finish building and consolidating the region in all its dimensions: operational and at support and shared services levels.

The new Mekong strategy is based on 3 pillars: Social and Inclusion, where the focus will be on inclusive education and inclusive employment, Health and Rehabilitation, with a focus on Rehabilitation and Early childhood development and finally, Armed violence reduction.

In terms of shared services, the strategy, with the objective of building the region, will focus its efforts on the harmonization of processes in the 4 countries.

1. Objective of the training:

HI in Mekong in order to ensure alignment with the organization’s vision and upcoming strategy, decided to extend a Management & Leadership Training to employees. The overall purpose of the training is the alignment of individual team goals and activities with the overall goals and objectives of HI.

The main objective of this training is to ensure that at the end of this training the participants will be able to:

  • Distinguish and understand the different communication ways available for a manager
  • Know how to formulate constructive feedback based on facts, impacts & recommendations
  • Understand the different management styles
  • Understand the different stages of development of an employee (wheel of autonomy), and how to support (situational management)
  • Know how to organize and lead team meetings
  • Know how to set SMART objectives
  • Understand delegation and how to implement it

At the end of the training, the trainer will submit a training report in order to HI for using it as an appraisal reference.

  • Complement their "technical" expertise by managerial and behavioral skills
  • To understand the difference between authority and authoritarianism

Ability to communicate in a constructive and positive way

  • Understand the fundamentals of communication and assertiveness
  • Distinguish between facts/opinions/feelings
  • Formulate a message through I,
  • Understand and practice active listening,
  • Help the person to find his or her own answers by asking questions
  • Knowing how to say no...

Distinguish 2 communication postures and develop and know how to implement them at the appropriate moments

Communicating well, effectively relaying messages from their hierarchy

  • The role of the manager in relation to information: difference between a "factor" manager and a "translator" manager

  • Knowing how to answer and handle objections from the team

3. Expected Outcome of the Training:

  • An understanding of the principles of leadership and effective people management;
  • Guidance on strengthening their management, leadership and team leadership skills;  
  • Ways of motivating and coaching team members; dealing with under?performance of their supervisees; and creating an empowering and motivating work climate.

4. Expected Outputs:

The consultant is expected to deliver the following outputs at the end of the training

  • Course material including detailed course content, participant workbooks, and learning aids
  • Prepare and provide certificate for participants;
  • Proceedings of the training- The training report. This report will detail the topics presented, the staff discussions, issues and challenges and recommendations from the participants
  • An after-training Action Plan to help participants practice skills and knowledge gained and to improve their engagement with the community.

5. Participants:

Type of participants:

  • Senior Manager Team regional level (ComEx members): Regional Program Manager, Lao PDR Operational Manager, China, Cambodia and Vietnam Country Managers, Regional Technical Unit Manager, Regional MEAL Manager, Regional Finance Manager, Regional HR Manager & Regional Log Manager.
  • Senior Managers at national level:
    Number of participants: 23 persons (approx.)
    Participants will be based in the 4 countries of the HI Mekong region.

6. Timeline:

Beginning of Mai 2022

7. Training Duration:    

Targeted for 2-3 days intensive training, 7 hours per day (with 3 times break for lunch, snacks) (days duration may vary as per proposal and training design by the facilitator/ consultant/ consultancy firm)

8. Training Mode:         

Depending on the origin of the training:

  • If the trainer is based in one of the Countries of HI Mekong region, the training will be physically presence for HI teams in this country and on remote for the rest of the team.
  • If the trainer is based in any of the countries of the HI Mekong region, the training will be done completely on remote

The consultant must present a methodology adapted to her/his context.

Language of the training: English

9. Responsibility of cost:

For the face to face training:

  • venue and food, accommodation and transport will be under responsibility for HI participants.
  • for facilitator/consultant/consultancy firm the fees/remuneration, cost of accommodation, travel/transport must be carryout by own. Only food at training venue during session will be provided by HI.

Training material:

  • The training material must be relevant of the objectives of the training.
  • The training materials and modules will be share to the participants in electronic format.
  • The materials development and delivery to the participants will be under consultant responsibility.
  • HI management will review the materials after first sorting list of selection through the procurement process.

10. Required Qualifications for the trainer

  • Extensive experience in providing training on Management
  • Understanding of project cycle management will be an asset
  • Work Experiences in the similar filed and relevant work at least with 3 major INGO
  • Excellent proficiency in English, oral and written;
  • Good intercultural facilitation skills and the ability to take account of participants' different perspectives, understanding and experience. Share a sample of materials from last experience.

  • a technical proposal
  • a complete budget
  • company profile with CV of key person of company
  • the CV of the trainer
  • a sample of materials from last experience.

12. Selection Criteria:

Purchase committee of HI will select most favorable trainer considering the price, work experience and quality of work, Delivery time, Payment terms and modalities etc.
