Consultant at PRPP - MOLISA

The Project “Support to the implementation of the Resolution 80/NQ-CP on directions of sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction (2012-2016)" (PRPP). The Project is supported by UNDP with cost-sharing from Irish Aid is to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies at central and local level.

The proposal on investment directions in NTP-SPR 2016-2020 has been examined and sent to the Prime Minister for checking and submission to the National Assembly for approval in November 2015. To support the submission to the Prime Minister for approval of the Program, it is necessary to develop criteria for selecting target beneficiaries in component projects, particularly criteria for selecting target areas (criteria for extremely disadvantaged commune in coastal areas and islands, criteria for poor districts).

As MOLISA will chair the whole process of design and coordination of the NTP – SPR, there hence will be a need of formulating a holistic mechanism that involve all stakeholders and line ministries to effectively work together, a comprehensive design for each project and for the project and to ensure that all the projects under the program would be conducted simultaneously in an effective manner and to guarantee the objectives to be achieved in the timeline of the NTP-SPR. The Poverty Reduction Coordination Office will present for MOLISA to be primordially in charge to facilitate the process of Task Force Formulation and take lead in the NTP – SPR conception.

Therefore, PRPP Project supporting Poverty Reduction Coordination Office/MOLISA will recruit 01 National consultant group (including 01 team leader and 03 team members) to support the inter – ministerial Task Force to design the harmonized framework as well as each component project.
