Consultant for RIM Manual review (Construction project manual)

WORK CONTEXT / BACKGROUND:

World Vision (WV) is a Christian relief and development organisation working to create lasting changes in the lives of children, families and communities living in poverty. WV serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met.

We have many rural infrastructure projects (RIM) to improve the facilities for communitty such as building school, librabry and clean water system and ect.  We have at least 2-3 projects under RIM annually, which account for one of the highest spending among WVV projects.

Our current RIM manual was in effect in 2009 and the latest update was in 2012.  It is time to update it with new Procurement policy and Vietnam Law on Construction (if any)

On the other hands, even the project duration depends on the nature of project and the objective factors; there is still chance to shorten it. There are 12 main phases and each phase requires the supporting documents.  Based on my experience in reviewing documents, Aps often submit insufficient documents in phase no.2, 8 & 9 so it takes extra 7-10 working days for each of these phases. Thus, if we have all related templates standardized and available, we can reduce the time.  In addition, we may find out we can combine some steps together to minimize administration work for both Operation and Procurement.

I.            Goal of consultancy service:

To review RIM in aspect of local law compliance and provide the necessary standard forms/templates.

II.            Expected outcomes

  • Time –saving for the AP in carrying out a RIM project, especially the steps of preparing documents.
  • Documentation and filling be easy for audit trail
  • Compliance to any applicable regulations such as Law on Construction & World Vision Global Procurement Policy

III.            Materials

Procurement team will provide WVV’s current RIM manual and our current available forms/templates.

IV.            Experiences required for consultant

The consultant must:

  • Have strong knowledge in Law on Construction
  • Have strong practical experiences in Construction projects especially Government’s construction projects for community or NGO’s construction projects
  • Have clear understanding of WV’s procurement requirements and policy
  • Be able to propose and execute innovative ideas to simplify the process

V.            Timing:

The specific time is decided by the negotiation between Consultant and Procurement Department

VI.            Budget:

The payment for this service will be taken from Procurement Department’s annual budget.

Cost estimation is based on actual cost.
