Consultant Service on Impact and Institutional Assessment

Background: Coming to the end of the 2008-2013 Programme, Vredeseilanden (http://www.veco- ngo.org/) will need to measure its programme impact through an assessment for each of the four chains focusing on the following objectives: economic (SO1), advocacy (SO2) and consumer awareness (SO3). This impact assessment will cover the three year period of 2011-2013 (compared to the baseline of
2011) and feed into the Annual Report 2013 of VECO Vietnam (http://www.veco-ngo.org/veco-vietnam/veco-vietnam). The assessment will also cover the institutional aspects of VECO Vietnam in implementing the programme.

The general objective of the assessments is to generate insights in the results of VECOs programme in order to improve interventions (for the respective chains), as well as to generate some over-all lessons and recommendations for the implementation of the evolving Mekong Regional Programme.

The impact assessment specifically highlights:
- The impact at the level of livelihood outcomes of the beneficiaries
- The achieved changes in the business capacities of the farmer organisations
- The results of up-scaling

The institutional assessment aims to:
- Critically assess the (programme) strategies, structures and mechanisms used by VECO Vietnam to implement its programme.
- Provide practical solutions and concrete recommendations to improve the relevance, coherence, efficiency, effectiveness and sustainability of chain intervention programmes with a particular focus on the improvement of the adequacy of VECO’s role, VECO’s intervention strategies, its service delivery and implementation structures and mechanisms.

Timeframe: A maximum of 20 working days, within October until early November 2013

The assessment will be carried out in 3 phases:

1st Phase: Preparations (maximum of 3 days)
- Briefing on the VECO VN Program & consultancy mission
- Review of key documents and reports (e.g., Global Program Strategy, Mekong Program Plan Framework, Donor Reports 2011-2012, Chain Intervention Report, etc.).
- Interview of key VECO VN program staff (Representative, Program Manager, Antenna Coordinator, & Advocacy & Consumer Coordinator)
- Preparations for field mission: travel logistics and arrangements, meeting appointments, etc.

2nd Phase: Field mission (maximum of 11 days)
- Meet and discuss with program partners in Phu Tho Province, Lang Son Province and Hanoi:
- Farmer Organizations, Government Agencies, NGOs, Private Sector, Networks, and Educational & Research Institutions.

3rd Phase: Synthesis and reporting (maximum of 6 days)
- Synthesis of field mission + draft of assessment report in English.
- Debriefing – presentation of findings to VECO VN staff
- Revision of report incorporating observations and feedback of VECO
- Finalize report in English.
