ACQUIRING CONSULTANT SERVICES

FOR CONDUCTING A DESK RESEARCH ON POLICIES RELATED TO EMGS IN VIETNAM

1. General information

Habitat for Humanity Vietnam (Habitat Vietnam) intends to deepen our programming to serve ethnic minority communities in Vietnam. To do so, it is critical to leverage and amplify current policies and programs implemented by government authorities.  

We are looking to engage an assistant to carry out a desk research on policies related to improving living conditions for ethnic minority groups (EMGs) in Vietnam.  

2. Objective of service

 

The objective of this service package is to acquire an overview of current policies and programs supporting EMGs in Vietnam to improve their living conditions (housing and basic services).

3. Scope of work, Description of service

Under the supervision of Habitat Vietnam’s Program Manager, the assistant will execute the following work:

  • Attend an orientation meeting with the supervisor
  • Carry out the desk research
  • Select 05 most relevant policies/programs to develop 1-page briefs for each
  • Note the other relevant policies & programs
  • Present the key findings to Habitat Vietnam staff

4. Period of service/ Plan to implement

The desk study is expected to be completed within 04 (four) weeks after signing the service agreement. Applicants are free to propose the exact number of working days.

5. Location

Services provided in this TOR will take place primarily online.

6. Outcome of service

The deliverable of this service package is a brief of policies and programs supporting EMGs in Vietnam to improve their living conditions. Characteristics of this brief include:

  • An index/A list of policies and programs that either directly or indirectly support & enable EMGs to improve their living conditions, with a specific focus on housing and basic services such as water and sanitation.
  • The assistant will work with Habitat Vietnam’s supervisor to select 05 most significant/relevant policies/programs and develop a 1-page summary for each policy/program.

Additional information:

  • The policies and programs can take many forms, including but not limited to Laws, Decrees, Circulars, Decisions, Resolutions, National Target Programs (NTP), Strategies, Specific Policies, and Projects.
  • Most of these policies and programs are national-level, however Habitat Vietam may request the assistant to carry out provincial-level desk research for 1-2 provinces.
  • These policies and programs are expected to focus on serving EMGs. However, Habitat Vietnam expects the assistant to also search for other policies and programs that can benefit EMGs, such as those focusing on rural development, climate change resilience, …

7. Requirements/ Selection criteria

  • Master’s Degree in Humanities, Social Sciences or equivalent field
  • Demonstrated work experience with ethnic minority groups (EMGs) in Vietnam
  • Demonstrated knowledge and experience in policy work related to EMGs is an advantage
  • Good written English and Vietnamese
  • Good computer skills (search engines, website browsing, MS Word, MS Excel)
  • Good communication skills
  • Ability to work independently as well as in the team
