TERMS OF REFERENCE

Consultant to support Department of Health Insurance, Ministry of Health to
coordinate the process of the Social Health Insurance Law revision, focusing on HIV prevention services

1. Background

The USAID Sustainable Financing for HIV is a two-year project (2018-2020) in Vietnam funded by the United States Agency for International Development (USAID) and led by Abt Associates. The project started on October 1, 2018 and will end on September 30, 2020. The project builds on USAID’s existing support to the Government of Vietnam (GVN) to provide a program of targeted, innovative, evidence-based, and results-driven technical assistance. Building on its predecessor, USAID’s Health Finance and Governance (HFG) project, the purpose of the project is to help Vietnam mobilize and organize host country financing for HIV programs. This includes strengthening the capacity of GVN to achieve financial protection for health, and minimizing the out-of-pocket burden for people living with HIV (PLHIV) as they use comprehensive HIV services.

The project has the following four technical components:

  1. Provide technical assistance to complete HIV/AIDS treatment facility integration and inclusion of ARVs for SHI reimbursement in fiscal year 2019 (FY19);
  2. Provide technical support to implement an ARV copayment subsidy for advancing financial sustainability for PLHIV, providers, and the SHI fund;
  3. Generate evidence to advocate for SHI coverage of HIV prevention services, including innovative financing approaches for domestic resource mobilization for the HIV response; and
  4. Monitor funding flows for centralized procurement of ARVs, including the provision and reimbursement of ARVs through the SHI fund.

USAID Sustainable Financing for HIV seeks to hire a national consultant to support Department of Health Insurance, Ministry of Health to coordinate the process of the Social Health Insurance law revision, focusing on HIV prevention services.

3. Key responsibilities

  • Work closely with Department of Health Insurance (DHI) to coordinate among Ministry of Health (MOH), expert team and stakeholders to prepare for the SHI Law revision proposal package to submit to the National Assembly, which will cover proposed HIV preventive services based on evidence, expert opinion, and consultations.
  • Take the focal role in preparing documents and organizing related meetings, technical discussions or consultation workshops on SHI Law revision, including coordinating feedback on the draft revision from all necessary ministries and agencies. He/she is also the focal point to work with related departments within MOH, VSS and other agencies.
  • Provide technical assistance to DHI/MOH on the process of SHI Law revision to bring evidence on selected cost-effective HIV prevention services and advocate for inclusion in the revised SHI Law. The task also includes documenting input and changes according to advicetaken from related meetings or technical discussions on SHI Law revision.
  • Provide technical inputs to analysis conducted by USAID Sustainable Financing for HIV on cost-effectiveness of HIV prevention services, innovative financing options, so that these are relevant to SHI Law revision; support consultation and provide input on technical reports, documents, policy papers, fact sheets, materials for advocacy, etc. that are developed for evidence to advocate for HIV preventive services in SHI Law revision.
  • Technical support and coordinate advocacy for the inclusion of the new HIV antiretroviral (TLD) into the SHI drug list.

4. Qualification requirements

  • Master degree the field of health or public policy management, health insurance and public policy management are preferred;
  • Good understanding the policy development context of social health insurance;
  • Experience with laws and revision process;
  • Good understanding of consultation and advocacy needs with GVN;
  • Excellent communication skills and ability to transfer knowledge and skills;
  • Good command of English, written and spoken;
  • Computer skills proficiency for written deliverables, in standard MS Office software applications.
