Scope of Work
Position Title: Local consultant to support Vietnam Administration of AIDS Control (VAAC) with the development of a tenofovir/lamivudine/dolutegravir (TLD) 300/300/50mg National Transition Plan (TLD-NTP)
Classification: Field Office Short-term Professional Independent Consultant
This scope of work (SOW) sets forth the services to be provided by Consultant to Chemonics International Inc.
Background:
The purpose of the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), Population and Reproductive Health (PRH), and Maternal Child Health and Nutrition (MCH). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Vietnam, GHSC-PSM performs work under the contract the HIV/AIDS Task Order.
GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities.
In FY20, GHSC-PSM, together with other USAID implementing partners (IPs), will support VAAC to develop a TLD National Transition Plan (TLD-NTP) and bolster the inclusion of TLD on the social health insurance (SHI) medicines list. GHSC-PSM supports VAAC and other key stakeholders to examine government procedures, develop a plan, and prepare the necessary documents/dossiers of a transition plan from legacy antiretroviral medicines to TLD, including well-defined milestones for transitioning patients who meet the appropriate criteria for TLD.
In effort to provide consistent support throughout the transition period, GHSC-PSM seeks a local consultant who will support VAAC to develop a TLD-NTP , which will be the basis for the TLD transition process in Vietnam.
Objective:
The local consultant will be responsible for supporting VAAC to develop a TLD-NTP
Principal Services and Responsibilities:
The Consultant is responsible for working with VAAC to develop a TLD-NTP to include:
- the contents of the back-ground information;
- criteria of patient to be transitioned to TLD, plan and estimate number of patient transitioned;
- training plan on the TLD transition;
- monitoring and evaluation plan ;
- TLD procurement and supply planning;
- Resources mapping required for TLD transition;
- and a roadmap for the inclusion of TLD on the SHI medicine list.

Period of Performance: January 1, 2020 to March 31, 2020
Required Skills and Qualifications
- Master’s degree in health sciences or related field;
- Minimum 3 years of experience in HIV/AIDS management and treatment;
- Experience in preparing, examination of National Health Plan;
- Demonstrate ability to communicate clearly and concisely, both orally and in writing;
- Excellent analytical and writing skills;
- Fluency in Vietnamese and basic English required;
- Experience working with the Vietnamese Ministry of Health preferred;
- Strong working knowledge of Microsoft Office.
Supervision of Consultant: Consultant will report to the Technical Director.
Level of Effort: Up to a maximum of 45 days incurred within the timeframe stipulated above. The consultant is not allowed to bill more than 8 hours per day on a five-day work week.
Location: Hanoi, Vietnam with possible travel to other provinces within the country.
