USAID Saving Species:  Consultant to support the Ministry of Agriculture and Rural Development to evaluate USAID Saving Species Project Implementation Results

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking one (01) qualified Consultant to support the Ministry of Agriculture and Rural Development to evaluate USAID Saving Species Project Implementation Results.

For more details, please refer to the attached Scope of work (SOW).

Overall Goal: Evaluate the project's effectiveness, impacts, limitations, advantages and lessons learned and report results to authorities in accordance with legal requirements.

Specific Objectives:

  • Evaluate the conformity of the implementation results with proposed objectives.
  • Evaluate the impacts on beneficiaries.
  • Evaluate the volume and quality of work up to the assessment period compared with the overall and annual project implementation plans.
  • Identification of implementation challenges (objective and subjective).
  • To synthesize lessons learned from project implementation.

Main tasks & Responsibilities:

The national consultant will:

  • Review, analyze, and evaluate secondary data provided by Vietnam CITES Management Authority and the USS Project.
  • Discuss with the Project Management Unit (PMU), CITES MA, USS group, and project beneficiaries to understand the project implementation, the impact of the project in countering wildlife trafficking.
  • Join the MARD’s evaluation team to work with the project's beneficiaries to evaluate the results of the project’s implementation.
  • Carry out discussions and work with USS’s partners, in addition to those parties surveyed by the MARD’s evaluation team, to collect information necessary for assessment of the project’s support to these units.
  • Collect feedback from beneficiaries about the project’ supports to develop an implementation evaluation report
  • Report directly to Chief of Party of the USS project or his designee.

Qualifications and requirements

  • A minimum of 15 years of experience in the relevant area.
  • Experience in ODA project formulation and evaluation.
  • Extensive expertise, knowledge, and experience in the field of aid effectiveness and aid management process related issues.
  • Experienced in working with relevant agencies.
  • Good presentation and writing skills.
