1. Detailed Description of Tasks to be Performed:
In line with the Prime Minister’s approval of the National Strategy on Antimicrobial Resistance (AMR) Prevention and Control, which emphasizes the importance of managing AMR across humans, animals, and the environment, the Ministry of Natural Resources and Environment (MONRE) has been tasked with leading efforts to address environmental factors contributing to AMR. The Pollution Control Department (PCD), as a key unit within MONRE, is tasked with ensuring the successful implementation and monitoring of this strategy.
While the Proposal on AMR surveillance in the Environmental Health (EH) Sector focuses on developing strategies and frameworks, it is critical to establish a Monitoring and Evaluation (M&E) framework to assess the progress, effectiveness, and impact of the proposal in achieving its intended objectives. The M&E framework will be designed to track the progress of the AMR surveillance initiatives, ensure accountability, and provide data-driven recommendations for future adjustments.
Thus, FHI 360 seeks a consultant with expertise in M&E frameworks to support the development of an M&E plan specifically tailored to monitor the implementation of the Proposal on AMR surveillance in the Environmental Health (2025-2030). The consultant will work closely with FHI 360 and PCD to define measurable outcomes, indicators, monitoring systems, and evaluation methodologies.
2. Objectives:
The specific tasks for this position include but are not limited to the following:
- Developing a Monitoring and Evaluation (M&E) framework for the Proposal on AMR surveillance in Environmental Health.
- Designing key performance indicators (KPIs) to measure progress on AMR surveillance in environmental health.
- Ensuring that the M&E system includes methodologies for both monitoring progress and evaluating outcomes to guide the implementation of the AMR Proposal.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Qualifications
- At least Master degree in Environment Science.
- Demonstrated experience in environmental policy development, including the creation of indicators and targets for ecological strategies, as well as expertise in drafting national action plans, strategies, environmental monitoring networks, and technical guidelines for environmental monitoring.
- Strong experience in conducting literature reviews, stakeholder consultations, and data analysis related to environmental indicators and targets related to environmental ecology.
- Previous experience working with PCD, government agencies or international organizations in Vietnam or similar contexts is desirable. Environmental Quality Management Division (EQMD) or One-Health focal point at PCD reference ‘s letter is higher consideration.
- Familiarity with national and international guidelines and best practices on AMR prevention and control.
- Strong analytical and report writing skills.
- Good interpersonal skills.
