Consultant to develop guidance for AH AMU/C data collection

1. Detailed Description of Tasks to be Performed:
 
The Vietnam Fleming Fund Country Grant -Tackling Antimicrobial Resistance in Vietnam (FFCGVN) addresses critical gaps in the surveillance of antimicrobial- resistant bacteria in Vietnam. The Grant supports the Governmental entities that are involved in antimicrobial resistant (AMR), antimicrobial use (AMU), and antimicrobial consumption (AMC) surveillance in Human Health, Animal Health and Envinronment Health sectors to implement the National Strategy on prevention and control of antimicrobial resistance in Vietnam in the period 2024-2030, vision to 2045 by the Prime Minister.
 
The grant supports the Department of Animal Health (now the Department of Animal Health and Production – DAHP under the Ministry of Agriculture and Environment) to strengthen the (AMU/AMC) surveillance information system via Viet Nam National System for Veterinary Medicine Product (VMPS). Currently, the main basic functions of the system have been developed for AMU/C electronic information management, the system of standardizing the lists of domestically produced and imported veterinary drug products licensed, and the lists of facilities permitted to produce and import veterinary drugs (pharmaceuticals, vaccines, raw materials, and chemicals used in veterinary medicines); and functional toolkits, including AMU/C data extraction for reporting according to World Organization for Animal Health (WOAH) option 1 and 2 reporting formats. Additionally, the Grant also supports DAHP in developing an antibiotic data middleware to pull data from VMPS portal and AMR portal for data visualization, analysis and alerting on the AMC/U and AMR situation.
 
FFCGVN is seeking a qualified and experienced Vietnamese consultant to revise and finalize guidance for data collection on AMU in food-producing animals at drug stores and guidebooks for the users to use the VMPS portal and the antibiotic data middleware.
 
2. Objectives:
Under this scope of work, the Consultant is expected to achieve the following objectives:
  • Develop templates for data collection of AMU in food-producing animals at drug stores based on the draft guideline and finalize the guideline that can be applied to future VMPS portal upgrades. 
  • Revising and finalize guidebook for the users to use the VMPS for reporting, analyzing and viewing the AMC/U data.
  • Revising and finalize guidelines for the users to use the antibiotic data middleware.
 Note: Additional deliverables and equivalent working days may be included in a contract modification to align with the agreed-upon plan if required.

Guideline for AMU data collection at drug stores

Qualifications
  • Doctor of Veterinary Medicine and PhD degree in Veterinary Science or Animal Science or Agriculture Science relevant to veterinary subject and five years of experience in working with DAH with strong knowledge and expertise in AMC/U/R.
  • Experience in AMC/U/R in animal sector; understanding well the NAP in animal sector for the period 2017-2020 and the NAP in agriculture sector for the period 2021-2025.
  • Extensive experience in literature reviews, stakeholder consultations, and data analysis related to AMC/U/R and animal health indicators and targets.
  • Strong analytical and report writing skills in both Vietnamese and English.
