Programme: “Funding Leadership Opportunities for Women (FLOW)/Enhancing Opportunities for Women’s Enterprises (EOWE)” (FLOW/EOWE)

Location: Hanoi and Ninh Thuan

Duration: June and July 2017

 

1.        Background

Women's capacity to participate and compete in economic activities is limited by a series of structural barriers, including the lack of gender-sensitive policies, access to assets, technology, markets, and information as well as gender roles in households, business and communities. SNV’s “Enhancing Opportunities for Women’s Enterprises” (EOWE) programme addresses these issues and aims to advance women’s economic participation and self-reliance in Kenya and Vietnam by creating a conducive environment for female entrepreneurship as a vehicle for change. 

The EOWE programme focuses its support on women working in agribusinesses by increasing their access to agribusiness models, assets, technology, markets, and information. In order to increase the income and improve the livelihoods of women in agricultural value chains, the programme supports and promotes climate-smart agriculture business models and women leadership in farmer groups and cooperatives.

In addition, the programme aims to transform key gender norms within households and communities that inhibit women to start or advance their business: workload, leadership and control over income. On the national level, SNV focuses on increasing the gender-sensitiveness of key policies and laws and the establishment of a women’s economic platform and gender network. Within the programme, SNV closely collaborates with local partners and promotes a network ofdifferent actors in the agricultural sector, the Women’s Union, Cooperative Union, Vietnam Chamber of Commerce and Industry (VCCI) and national and local government actors for technical support and policy influencing.

The “Enhancing Opportunities for Women’s Enterprises” (EOWE) programme is being implemented between 2016 and 2020 in Vietnam and Kenya by SNV Netherlands Development Organisation (SNV). The Programme is part of the Funding Leadership Opportunities for Women (FLOW) programme funded by the Netherlands Ministry of Foreign Affairs, Social Development Department (DSO). In Vietnam, FLOW/EOWE will be implemented in collaboration with local partners in Quang Binh, Binh Dinh, Ninh Thuan and Binh Thuan province, leveraging on previous and existing projects and relationships to ensure more benefits for women.

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches and balancing benefits for gender equality promotion, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for low-income people in agriculture, energy, water & sanitation, and REDD+.

 

2.        Background of the Assignment

As part of its efforts to have a transformative effect on gender relations in an inclusive manner via comprehensive social behaviour change communication strategy, the programme will pilot the application of social and behaviour change dialogues at household and community level. This includes holding small group discussions with targeted families and/or communities/SMEs/Cooperative members that promote critical reflection on key gender norms that prevent women’s and men’s full participation in society and/or in the economic arena; pioneering couples husbands and wives discussing and practising sharing housework and decision making. Resulting from the programme’s studies in 2016 including a Gender Analysis and Knowledge Attitude and Practice Survey (KAP) and after consultations with local partners, “the burden of housework to women” was selected as a priority issue to be tackled through SBCC in 2017 in the four project provinces in Vietnam.

The objective of this consultancy service assignments is to:

·         Develop household dialogue facilitation tools and guide (based on available tools/guides within and outside SNV)  for facilitators to use during household and community dialogues and

·         Develop TOT curriculum and facilitation and deliver a TOT training for key facilitators from women’s union;

 

3.        Scope of Work

The selected consultant will work closely with FLOW/EOWE staff to carry out the following tasks:

 

·         In consultation and agreement with FLOW/EOWE staff, prepare a detailed work plan, training curriculum and methodology for the consultancy based on the ToR and the consultant’s proposal;

·         Review current social behaviour change communication (SBCC) strategy/plan, the SNV’s Gender Transformative Dialogue Facilitation Guides and any other relevant reports/assessments;

·         Develop household dialogue facilitation tools and guide (based on  available tools/guides within and outside SNV)  for facilitators to use during household and community dialogues;

·         Develop TOT curriculum and deliver a TOT training for key facilitators from WUs of Binh Dinh, Quang Binh, Ninh Thuan and Binh Thuan for effective facilitation of household and community dialogues;

 

4.        Time Frame and Deliverables

4.1. Time frame

The following schedule is an indicative schedule as an input into the detailed work plan to be developed by the consultant and in agreement with FLOW/EOWE staff.

Tasks

-      Prepare a detailed work plan and training curriculum based on the ToR: June 2017 (1 day)

-      Review current SBCC strategy/plan, the SNV’s Gender Transformative Dialogue Facilitation Guides and any other relevant reports/assessments: June 2017 (1 day);

-      Develop household dialogue facilitation tools and guide (based on  available tools/guides within and outside SNV)  for facilitators to use during household and community dialogues: June 2017 (5 day);

-      Deliver a TOT training for key facilitators from WUs of Binh Dinh, Quang Binh, Ninh Thuan and Binh Thuan for effective facilitation of household and community dialogues: June 2017 (5 days);

-      Reporting and finalization of gender transformative dialogue facilitation guide/tools: June and July 2017 (2 days)

Total: 14 days

4.2. Deliverables

·         Detailed work plan and TOT training curriculum (to be submitted to SNV for approval prior to the commencement of the works)

·         One TOT training on the use of the guide delivered successfully

·         A contextualized guide and tools for WUs/facilitators to facilitate household and community dialogues which includes practical facilitation modules, facilitation guide/tips, simple and effective tools to monitor changes, etc.

·         A concise training report in Vietnamese (to be shared with all participants)

 

5.        Requirements

·         A post graduate degree in gender, development studies or social sciences

·         A robust understanding of SBCC approach, theories and methods

·         Extensive field experiences in facilitating household and community dialogues to transform gender norms

·         Experience in development of training materials and curriculum and in delivery of workshops and trainings on gender equality

·         Experience in designing IEC materials on gender equality

·         Strong analytical and presentation skills, strategic thinking

·         Excellent writing and reporting skills
