WWF Vietnam is seeking a consultant to elaborate a PFES technical guideline for district and provincial staff to implement payment for forest environmental services in Quang Nam and Thua Thien Hue province.

Background

The “Avoidance of deforestation and degradation in the border areas of Southern Laos and Central Vietnam for the long-term preservation of carbon sinks and biodiversity project”; also known as the “CarBi project” is being implemented by WWF-Laos and WWF-Vietnam to sustainably manage and protect an area of approximately 200,000 ha of trans-boundary natural forests, rich in species and carbon in both countries. In Vietnam, the project area includes the provinces of Thua Thien Hue and Quang Nam, comprising the two Saola Nature Reserves and Bach Ma National Park. These areas are connected with Phong Dien and Song Thanh Nature Reserves via natural forest corridors.

The CarBi team has been examining alternative opportunities to secure sustainable financing for conservation in the CarBi project area beyond the life of the project. Payment for Forest Ecosystem Services (PFES) has shown high potential in this regard, particularly on the Vietnam side. Extensive research and detailed planning, in consultation with relevant government counterparts, have been undertaken to develop PFES in Hue and Quang Nam in Vietnam.

To help scaling up PFES implementation in Quang Nam province, and to pilot PFES in Thua Thien Hue province, it is necessary to elaborate a technical guideline for PFES implementation. This technical guideline will comprise and describe in detail many technical steps or modules on PFES implementation such as village meeting, identification of forest users, identification of forest areas, drafting protection contract, monitoring, patrolling and making performance based payments, etc.  Practitioners like district and provincial officers can use this technical guideline to implement and up-scale PFES in their respective areas, working closely with local communities. This Terms of Reference attached address the tasks and responsibilities of the consultant required to develop the technical guideline.

2. Requirement of the consultant
·         At least master’s degree in the field of natural resources management or related fields
·         Have more than 10 years of working experiences
·         Have sound knowledge and broad experiences in the field of forest management and protection
·         Have comprehensive experiences in PFES implementation
·         Have experiences in elaboration of technical guidelines, handouts, teaching documents
·         Work in institutions or universities will be advantageous
