1. Introduction The Avian and Pandemic Influenza Initiative (APII) is a three-year project awarded by the United States Agency for International Development (USAID) to Abt Associates Inc. (Abt) and its partners in October 2009. The project aims to build the capacity of the Government of Vietnam (GVN) and its counterparts to identify, prevent and control avian influenza outbreaks in both animals and humans. In addition to national level activities, the project has been working in the five focus provinces: Can Tho, Ha Nam, Hung Yen, Kien Giang, and Quang Tri.
Oxfam GB is implementing a Disaster Risk Reduction Project in Dong Thap and Tien Gian Provinces in Vietnam funded by AusAID under the Vietnam- Australia NGO Cooperation Agreement (VANGOCA). The project started in April 2006 and will end in October 2010. Oxfam GB is looking an International Consultant/ Team Leader to carryout a final evaluation of the project. Duration of consultancy service: Approximately 20 days starting from 21 July, 2010
Major Responsibilities: - Lead the evaluation team - Review all available relevant documents of project development and implementation that are provided by Oxfam and partners; read Oxfam’s MEL framework etc
The project: “Poverty Reduction through Institutional Strengthening at Quy Chau district and Nghe An provincial level” (2009-2013) is funded by Belgian government with technical assistance from Belgian Development Agency. The project was designed to be implemented by National Execution (NEX) modalities, which helps to maximize local ownership, alignment and harmonization of overseas development assistance (ODA), scaling-up capacity-building outcomes, and reducing the transaction costs of implementation.
In Year 1, the Belgian financial contribution is managed via a commercial bank account. This financial management modalities, however, will be reviewed and eventually fine-tuned based on the recommendations of this assessment.
PATH seeks a consultant to complete some desk research to inform their diagnostic development group about anti-retroviral treatment (ART) services for people living with HIV, ART monitoring, and related government policies and funding in Vietnam. Please see attached scope of work document for details. Expected level of effort is 3 days, and rate will be commensurate with current INGOs in Vietnam cost norms.
