Introduction Information Connecting and Sharing (ICS) is a volunteer group that works for a positive image of homosexuality in Viet Nam. After operating for one year, the group has provided a lot of accurate information on the homosexual community through press, which has contributed to the reduction of discrimination against LGBT in our society. In order to work more efficiently, ICS has decided to register as a legal entity. Therefore, ICS is looking for a qualified candidate to fill the position of a consultant, aiming to support the registration with the specific following tasks: 1. BACK GROUND The Support to Public Administration Reform in Cao Bang (SPAR-CB) is a project jointly funded by the Swiss Government and the Government of Vietnam, and technically supported by Helvetas Switzerland through its Helvetas Office in Hanoi. The goal is to support sustainable and equitable development and poverty reduction in line with the Cao Bang 5-year Socio-Economic Development Plan 2006-2010. SPAR-CB is now in its 3 year of operation and will end until 31 December 2010.

Background The UN Gender Programme Coordination Group (PCG) is the main mechanism for coordination of UN agencies working on promotion of gender equality and women’s empowerment. The Gender PCG is responsible for supporting gender mainstreaming in the work of the UN Country Team, collaborative policy advice and advocacy on gender issues within the UN and with partners, and ensuring a common voice on gender equality and women’s empowerment in dialogues and forums with government and other partners. The Gender PCG has agreed to commission a paper on Gender Based Violence . This paper will be one of a series of three issues papers being commissioned by the UN Gender PCG.
