Background The UN Gender Programme Coordination Group (PCG) is the main mechanism for coordination of UN agencies working on promotion of gender equality and women’s empowerment. The Gender PCG is responsible for supporting gender mainstreaming in the work of the UN Country Team, collaborative policy advice and advocacy on gender issues within the UN and with partners, and ensuring a common voice on gender equality and women’s empowerment in dialogues and forums with government and other partners. The Gender PCG has agreed to commission a paper on Gender Based Violence . This paper will be one of a series of three issues papers being commissioned by the UN Gender PCG.
The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The Detailed Project Outlines (DPO) has been approved by the Government of Vietnam in April 2009. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”.

The specific objectives of the mid-term review are as follows:

The Project “MARD Macro Management” – support to Public Administration Reform (PAR) in the Ministry of Agricultural and Rural Development (MARD) was officially launched on 1st September 2007 and will be implemented for 54 months. The Project aims at facilitating the on-going reform process to strengthen the capacities of MARD for policy formulation and the management of public service delivery, towards to the model of Macro management Ministry.
