Consultants to Carry out Program End-line Survey

Introduction: Plan International is an international humanitarian, child centered community development organization, without religious, political or governmental affiliation. Plan International Vietnam, in cooperation with the local authorities, is currently implementing projects in 9 provinces and cities in the northern and central regions of the country.

Plan International in Vietnam recently developed its fifth Country Strategic Plan (CSP5) for 2020-2025, which will guide all the projects implemented through Plan International Vietnam during this period. The CSP5 also outlines the current situation of children in Vietnam, and Plan’s response to enable girls of Vietnam to be active drivers of change in realizing their rights. The ambition is to continue supporting 2 million girls to learn, lead, decide and thrive – to contribute toward the global 100 million girls ambition. With the support from Belgian donors, Plan International Vietnam has initiated a program titled “We strive for a just world that advances children rights and equality for girls” (hereafter called the program), which will be implemented from January 2017 to December 2021 across 9 communes in Kon Tum and Lai Chau provinces.

The program has 2 main components – Early Childhood Care and Development (ECCD), and Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) through Education. Each one has a specific objective but education is used as a platform for developing specific objectives of both the ECCD and DRR/CCA sector. Both components target young children in ethnic minority areas, focusing on young children from 0-8 years of age and children in primary and lower-secondary schools (6 to ±15 years) as direct beneficiaries in Lai Chau & Kon Tum provinces with the expectation to reach 2000 children.

Objectives of Endline survey:  The objective of the Endline Survey is to collect data to measure the status of the program’s indicators and to account, to beneficiaries and the donor, for the results achieved with the resources allocated to the intervention after the program life cycle. Furthermore, the Endline Survey is supposed to explore the successes and failures of the program intervention, with the aim to use these lessons learned for future program design with DRR/CCA and ECCD components in Vietnam. Lastly, the Endline Survey will be considered as a source of input for the final evaluation conducted by international consultant from Belgium.

Timeframe: The Endline Survey mission will be conducted during the school year from April to June 2021. The final report should be completed by the end of July 2021.
