Consultants to Conduct Economic and Agronomic Comparision of SRI and Non-SRi Model

Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. In the agriculture sector, SNV is engaged in Value Chain, Inclusive Business and Climate Change (adaption and mitigation) activities.

As part of the Climate Change program of SNV, the AusAID funded “Community Based Climate Change Mitigation through Sustainable Rice Production” project in Quang Binh and Binh Dinh provinces in the central region of Vietnam, is helping small-holder rice producers to increase their resilience to the impacts of CC.

In particular, the project will support and build the capacity of small-holder rice producers and provincial agencies to reduce Greenhouse gas (GHG) emissions and improve small-holder benefits from rice production in central Vietnam by introducing low emission production practices, utilizing renewable energy generated from rice residues and promoting the value chain of “green rice”.

To ensure effectiveness of rice production to meet the project objective, after the summer crop season 2013 in Binh Dinh and Quang Binh provinces, we are looking for national consultants to conduct survey to compare economic and agronomic effectiveness of the rice production system of SRI with comparison to traditional practices. 

SCOPE OF WORK:
- Conduct survey to compare economic and agronomic effectiveness of the rice production system of SRI technique and non-SRI technique in Tay Son and Tuy Phuoc districts of Binh Dinh province; and - Quang Trach and Quang Ninh districts of Quang Binh province.  Below are tasks required.

TASKS:

1.Cooperate and coordinate with local partners to conduct survey and analyze agronomic and rice economic effectiveness, compare between treatment and control groups
2.Conduct cost and effectiveness analysis amongst different rice varieties in pilot areas of each province (Sut 89, DV108 and other varieties in Binh Dinh; and Bac Huong 7, HT1, NA2 and other varieties in Quang Binh as well as the test varieties in both Quang Binh and Binh Dinh)
3.Validate results of the findings to SNV and partners
4.Submit final report as deadline.
5.Attend 01 day workshop as required

SNV will supply the consultant with the following materials for the implementation of the assignment:

- Baseline survey data
- Project documents

DELIVERABLES:

1.Sample size, questionnaires designed for data collection at field site
2.Quantitate and qualitative methods applied in analysis
3.Interviews conducted with both treatment and control groups.
4.Rice harvested on random samples of both treatment and control groups.
5.Data entry, analysis report and PPT presentation done.

SCHEDULE:

The assignment will be undertaken in the period from 6-22 August 2013 in Tay Son and Tuy Phuoc districts of Binh Dinh province (13 working days) and the same time duration in Quang Trach and Quang Ninh districts of Quang Binh province (the specific dates will be decided later). The work is expected to be undertaken from home with field visits to two provinces. In Binh Dinh, the tasks in Tuy Phuoc district must be completed by 15 August 2013 and the tasks in Tay Son district must be completed by 22 August 2013. The deadline of tasks in Quang Binh will be decided later. The consultancy fees will be advanced by 40% after signing contract, the rest will be paid after completion of the tasks and submission of a payment request and timesheet(s) by the consultants.

REQUIREMENTS:

- University degree on Agriculture or Natural Resources Management, economics background or related expertise
- Knowledge and experience in rice production, analysis and statistics.
