Vacancy: Consultant(s) to conduct endline evaluation for Skills to Succeed (GG5) Project.

1. Scope of evaluation

1.1 Purpose and key questions

The primary purpose of this evaluation is to determine the effectiveness and sustainability of the Skills to Succeed project (GG5) for participating youth, employers and schools.

Specifically, the evaluation will answer the following questions:

1. What are the short and long-term effects of the project’s interventions on employment of young adults after graduation?

 
  • Did their employability skills improve? How do these improvements link to employment outcomes?
  • What are changes in employment status, income, type and quality of jobs/ businesses held?
  • To what degree do S2S young women and men have decent work?
  • How will the above effects differ based on various youth characteristics (e.g., gender, age, etc.)?
  • Are increased employability skills associated with employability skills training?

2. How will the S2S model be replicated and sustained beyond the S2S program?
  • What are the biggest benefits of the S2S program?
  • What is the value add for employers after working with S2S program? Will the engagement and impacts be sustained after the program?
  • What, if any, will be replicated and sustained beyond the S2S program by teachers? Employers? Schools? Implementing Partners?

The Evaluation team will be required to consultant with the SC Evaluation Project Manager and the Evaluation Working Group at the commencement of the evaluation in order to further refine the evaluation questions.

1.2  Scope

The endline evaluation will assess the effectiveness and sustainability of all the approaches of the project, include in-class training, online training and peer to peer education. The evaluation is conducted with all relevant stakeholders such as students, teachers, school administrators, workers, partners who have participated in the project activities, etc… The evaluation will also reach a control group of students with similar backgrounds as the project target group, but who didn’t benefit from the project’s intervention to get more information on the impact of project.

The Evaluation team will be required to propose how the evaluation findings will be shared with each of the different stakeholders in the table above, particularly outlining how reporting back to communities, beneficiaries and children will be conducted in an accessible and child friendly manner.

2.      Expected Deliverables

The evaluation deliverables and due dates (subject to the commencement date of the evaluation) are outlined below. The Evaluation team lead will advise the SC Evaluation Project Manager immediately of any risks or issues that may impact on their ability to provide the deliverables by these due dates.

*All reports are to use the Save the Children Evaluation report template. Please also refer to Save the Children technical writing guide.

** The Evidence to Action Brief is a 2-4 pages summary of the full report and will be created using the Save the Children Evidence to Action Brief template.

All documents are to be produced in MS Word format and provided electronically by email to the SC Evaluation Project Manager. Copies of all PowerPoint presentations used to facilitate briefings for the project should also be provided to Save the Children in editable digital format.

All research materials, raw data, electronic data, and other information will remain the property of SC and should be transferred to SC upon completion.
