The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 02 qualified Consultants to develop a Handbook on Customs control to wildlife species and their derivatives. The consultants shall work closely with the Anti-smuggling and Investigation Department (AID), General Department of Vietnam Customs (VNC) in Ha Noi and provinces.

Please find the attached Scope of work (SOW) for more details.

Overall Goal: Improving the effectiveness of fighting, preventing and combating illegal trade and transport of wild animals across the border through the development of a handbook on effective customs control of wild animal goods and their products.

Specific Objective: Developing a Handbook on customs control for wildlife products and their derivatives.

Main tasks & Responsibilities:

  • Develop the draft guiding Handbook
  • Present the draft handbook at the Consultation workshops
  • Collect comments for the draft by conducting consultation with VNC agencies
  • Participate meeting(s) for Handbook appraisal and approval and finalize the Handbook

Timeline/Working days:

  • Starting date: June 2019
  • Ending date: When the trainings on Handbook are finished (30 November 2019).
  • Total working time: 77 days (8 hours per day) for 2 consultants, 38.5 days each.

Qualifications and requirements

The consultancy will be conducted by 2 consultants:

  • Consultant working in the areas of related to Penal Code - Team leader;
    • A minimum of 10 years working in the areas law enforcement with experiences in the areas related to the handling of criminal violations; having experiences related to handing wildlife crime is preferable.
    • Experience in guideline development, policy research, review and assessment;
    • Experience in capacity building including training curriculum development;
    • Experience in working with law enforcement agencies at all levels;
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
    • Excellent presentation and legal document writing skills;
    • Fluency in office computer skills, English and Vietnamese literacy.
  • Consultant working in the areas related to the Administrative Law – Team member
    • A minimum of 10 years working in the areas law enforcement with working experiences in the areas related to the handling of Administrative violations; having experiences related to handing wildlife crime is preferable.
    • Experience in guideline development, policy research, review and assessment;
    • Experience in capacity building including training curriculum development;
    • Experience in working with law enforcement agencies at all levels;
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
    • Excellent presentation and legal document writing skills;
    • Fluency in office computer skills, English and Vietnamese literacy.
