The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 02 qualified Consultants to develop a Handbook on detection, investigation and handling of violations against regulations in forestry sector. The consultants shall work closely with the Forest Protection Department (FPD) in Ha Noi and provinces.

Please find the attached Scope of work (SOW) for more details.

Overall Goal: Strengthen the performance of preventing and deterring the illegal exploitation, transportation of forestry product, especially wildlife, through developing a professional Handbook on skills and knowledge to handle violation in forest management, forest protection and forestry product management, especially wildlife related violations, for Forest Protection Force and other relevant agencies.

Specific Objective: Develop and finalize the “Handbook on detection, investigation and handling of violations against regulations in forestry sector”.

Main tasks & Responsibilities:

  • Develop the draft guiding Handbook
  • Consult with local law enforcement agencies
  • Collect comments from local FPDs
  • Collect comments from Appraisal board meeting on the Handbook
  • The Handbook finalization

Timeline/Working days:

  • Starting date: June 2019.
  • Ending date: When the Handbook approved by the FPD for publication (expected 30th September 2019).
  • Total working time: 90 days (8 hours per day) for 2 consultants, 45 days each.

Qualifications and requirements

The consultancy will be conducted by 2 consultants:

  • Consultant on Administrative Law - Team leader;
    • A minimum of 10 years working in the areas law enforcement with experiences on Administrative Law and handling on violations against regulations in forestry sector;
    • Experience in guideline development, policy research, review and assessment;
    • Experience in capacity building including training curriculum development;
    • Experience in working with law enforcement agencies at all levels;
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
    • Excellent presentation and legal document writing skills;
    • Fluency in office computer skills, English and Vietnamese literacy.
  • Consultant on Criminal Law – Team member
    • A minimum of 10 years working in the areas law enforcement with experiences on Criminal Law and handling on violations against regulations in forestry sector;
    • Experience in guideline development, policy research, review and assessment;
    • Experience in capacity building including training curriculum development;
    • Experience in working with law enforcement agencies at all levels;
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
    • Excellent presentation and legal document writing skills;
    • Fluency in office computer skills, English and Vietnamese literacy.
