The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking qualified Consultant(s) to develop conservation plan for pangolins in Vietnam to 2025, with vision to 2030.

For more details, please refer to the attached Scope of work (SOW).

Overall Goal:

To prevent the pangolin poaching and trafficking and effectively protect pangolin populations in the wild as well as recover their populations and habitats in Vietnam in a sustainable manner.

Specific Objectives:

  • Review information about pangolin populations in Vietnam and evaluate the status of pangolin trade, consumption, protection and rescue.
  • Develop a conservation plan for pangolins in Vietnam focusing on preventing trade and consumption of pangolins and strengthening the protection and restoration of pangolin populations in the wild.

Main tasks & Responsibilities:

  • Develop a report on the review and consolidation of information on pangolin conservation situation (conservation status, existing legal regulations and other relevant contents);
  • Conduct consultation with selected pangolin conservation and rescue centers (where wild pangolin populations are still found) and develop a report on the consultation results;
  • Develop a draft Action Plan on Pangolin Protection;
  • Present the results of the report on information review and the draft Action Plan; and facilitate discussions in technical meetings and consultation workshops;
  • Revise and finalize the Action Plan on Pangolin Protection, report on the acceptance and explanation of comments, and submit any other related documents at the request of the Department of Special-use and Protection Forest Management (hereinafter the Department) and the Vietnam Administration of Forestry;
  • Assist the Department in the finalization of the Report on the acceptance and explanation of comments and other contents until gaining the approval of the Prime Minister.

Report on the review of information

- To collect information and evaluate the situation of trade, consumption, and poaching of pangolins as well as the status of confiscation, seizure, and handling of cases relating to pangolins in Vietnam; 

- To collect information and evaluate the activities of pangolin protection, conservation, and rescue that are being carried out in Vietnam and other countries in order to define the weaknesses and consolidate the experiences and lessons learnt from these activities as well as international experience.

Report on the fieldtrips

 

- Preparation for field trips (questionnaire, guideline, presentation…)

- Detailed consultation with pangolin rescue centers, conservation experts of two national parks on the draft framework of the Action Plan.

- Collection of comments and feedback on the development of the detailed Action Plan from officers who are practically involved in the research, conservation, and rescue of pangolins.

Note: Deliverables are requested to be submitted in both English and Vietnamese.

Timeline/Working days:

  • Starting date: 28th February 2019.
  • Ending date: When the conservation plan is approved by the Prime Minister (expected 30th September 2019).
  • Total working time for conducting the consultancy work: 118 days (8 hours per day) for 2 consultants.

Qualifications/Criteria:

Consultant on Legal/Law Enforcement (leader of the Group)

  • Bachelor Degree in Law/Forestry/Biology or higher, preferably with experience on law development
  • A minimum of 10 years or more working in the legal/law enforcement sectors
  • Experience in policy research and assessment
  • Experience in drafting legal documents
  • Experience in working with state management agencies related to law development.
  • Experience in consulting or participating in developing legal documents, preferably with experience in the forestry and natural conservation sectors
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, give consolidating feedback and responses on policy issues.
  • Excellent presentation and writing skills.
  • Fluency in office computer skills

Consultant on Conservation

  • Bachelor Degree in Environment/Forestry/Biology or higher
  • A minimum of 10 years or more working in the Conservation sector, preferably with experience in developing and implementing programs and action plans regarding conservation of wildlife
  • Experience in policy research and assessment
  • Experience in drafting legal documents
  • Experience in working with state management agencies.
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues.
  • Excellent presentation and writing skills.
  • Fluency in office computer skills.
