USAID Saving Species: Development of training materials and manual/handbook on procedures to collect forensic evidence for seizures of target species and trainings for relevant authorities

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 03 qualified Consultants to develop training materials and a manual on procedures to collect forensic evidence for seizures of target species. The consultants shall work closely with the CITES Management Authority in Vietnam and the Central Institute for Natural Resources and Environmental Studies (CRES).

Please refer to the attached Scope of work (SOW) for more details.

Overall Goal:

Enhancing capacity for law enforcement officers in combating wildlife trafficking in Vietnam through implementing standardized procedures for collecting, storing, packaging, and shipping forensic samples from confiscated wildlife with special focus on rhinos, elephants, pangolins, and other endangered wildlife species.

Specific Objectives:

  • To formulate technical training materials according to the newly developed standard procedures;
  • To understand and apply effectively the newly developed procedures on collecting, storing, packaging, and shipping forensic samples from confiscated wildlife with special focus on rhinos, elephants, and pangolins.

Main tasks & Responsibilities:

  • Develop training materials based on the new protocol on forensic evidence collection;
  • Develop a manual based on the new protocol and training materials on forensic evidence collection;
  • Take part in technical meetings;
  • Conduct 03 training courses;
  • Reporting.

Deliverables Schedule

Final training materials in Vietnamese and an executive summary (1-2 pages) in English.

Jul-Aug 2019

Lead training courses including discussion facilitation

3 training courses tentatively scheduled for Aug-Sep 2019

01 training report in Vietnamese with an executive summary in English

02 weeks after the last training course is completed

01 manual of rapid reference guide approved/endorsed by CRES/CITES MA

03 weeks after completion of the manual (Sep 2019 tbc)

Timeline/Working days:

  • Starting date: June 2019.
  • Ending date: 04 weeks after the last training course is completed.
  • Maximum working time for each consultant: 48 days (8 hours per day).

Qualifications and requirements

The consultancy will be conducted by 03 consultants:

Consultant on wildlife forensic (team leader)

  • A minimum of bachelor’s degree and 8 years of relevant experience in the field;
  • Experience in development of training materials/curriculum/manual;
  • Experience in capacity building and training in the field;
  • Experience in working with relevant state agencies and/or foreign-funded projects;
  • Good presentation and report writing skills.
  • Fluency in office computer and English skills.

Consultant on forensic specialist (team member)

  • A minimum of bachelor’s degree and 8 years of relevant experience in the field;
  • Experience in development of training materials/curriculum/manual;
  • Experience in capacity building and training in the field;
  • Experience in working with relevant state agencies and/or foreign-funded projects;
  • Good presentation and report writing skills;
  • Fluency in office computer and English skills.

Consultant on legal and justice specialist (team member)

  • A minimum of bachelor’s degree and 8 years of relevant experience in the field;
  • Experience in development of training materials/curriculum/manual;
  • Experience in capacity building and training in the field;
  • Experience in working with relevant state agencies and/or foreign-funded projects;
  • Good presentation and report writing skills;
  • Fluency in office computer and English skills.
