CONSULTANT/ CONSULTANT GROUP TO EVALUATE PROJECT EFFICIENCY

School based mental health awareness improvement project in Hanoi

Time:

I.         GENERAL INFORMATION

Good Neighbors International (GNI) is a non-profit international humanitarian organization that works and raises fund to support education, community development, health care, sanitation, and emergency relief. By now, GNI has operated in more than 40 countries, supporting about 17 million people, including more than 10 million children. GNI has been operating in Vietnam since 2005 with Community Development Projects (CDPs) implemented in 4 provinces: Tuyen Quang, Hoa Binh, Thanh Hoa and Ha Giang. Project fields of GNI include child sponsorship, child protection, education, water, sanitation, and income generation with more than 11,000 sponsored children.

In 2021, GNI carries out the project "School based mental health awareness improvement project in Hanoi". The project is to provide mental health supporting services for students of 04 secondary schools in Hanoi through the school counseling room system. In addition, the project also raises awareness and improves skills for those in the network surrounding students such as teachers and parents. The project is sponsored by Gyeonggi-do province (Korea) and GNI.

To evaluate efficiency of this project, GNI is looking for consultant/consultant group with detailed information as follows:

II.         OBJECTIVE OF THE EVALUATION

  • To evaluate efficiency of the above program and project on beneficiaries compared with the expected goal and outcome and come up with conclusions based on the objective conditions of the project.
  • To determine lessons learnt and propose recommendation to GNI and sponsor as well as related parties for improvement and replication of the project model in the future.

III.      RESPONSIBIITY OF CONSULTANT/CONSULTANT GROUP

  • The consultant/consultant group will work together with the project team of GNI to identify the goal, expected outcome and progress of the project in general as well as activities to evaluate efficiency of the project;
  • Study thoroughly related project documents;
  • Develop the plan, curriculum, method, evaluation tool as well as contingency plan for Covid-19 pandemic to ensure the schedule and effectiveness of project evaluation;
  • Be in charge of conducting survey, receiving and analyzing data;
  • Write report, summarize the opinions after counseling with GNI and related parties to complete the final report in Vietnamese and English.

  • Ban Mai Secondary – High school (Ha Dong District)
  • Nguyen Truong To Secondary school (Dong Da District)

And related places agreed between GNI and consultant/consultant group

V.         REQUIREMENTS FOR CONSULTANT/CONSULANT GROUP

  • Have a PhD or higher degree level in the fields of psychology, social work, project management, community development, etc. or related fields. Consultant/consultant group from universities and research institutes is preferred.
  • Have at least 10 years of experience in the fields such as psychology, social work, project management, community development, etc. or related fields.
  • Have at least 7 years of experience in monitoring and evaluation of projects related to psychology – education, especially international projects, ODA projects.
  • Be proficient in English

VI.         CONSULTING FEE

  • The consulting fee will be agreed between parties and in accordance with the policy of GNI. Travel and meal cost (if any) will be paid by GNI based on the organization’s cost norm.
  • Documents related to the program carried out by consultant, after handing over (hard and soft copy) will be owned by GNI and fully used by GNI.
  • The consultant will be provided all information and documents for survey and research.
