Consultants for Updating the Immunization Training Program and Developing the Learning Management System (LMS)
Location: Hanoi, Vietnam
Duration: May – December 2025
Number of Consultants: 4 part-time consultants
Reports to: CHAI Vietnam Senior Program Manager
Background
To prevent backsliding as Gavi’s support to Vietnam declines, it is critical to develop sustainable infrastructure to maintain the immunization system. One such system is a Learning Management System (LMS) to reduce the cost and training burden for health workers by moving trainings online. The Ministry of Health (MOH), with support from CHAI, is leveraging digital platform to improve training delivery and reduce associated costs. Under the Middle Income Country Strategy Targeted Intervention (MICS TI) project, CHAI is supporting the National Expanded Program on Immunization (NEPI) to develop a new LMS with an online training curriculum.
This assignment builds on findings from the ‘Review of the Current Immunization Training System’ and will operationalize key recommendations to strengthen the immunization workforce via updated, digital training materials and a robust e-learning infrastructure.
Objectives of the Assignment
The consultants will:
- Update and develop training materials for immunization staff
- Support the development and implementation of a new LMS for continuous medical education and onboarding of new immunization personnel.
- Digitize training content and produce multimedia materials.
- Lead the dissemination and training on LMS usage at the regional level.
Scope of Work and Key Deliverables
- Update and Develop Training Materials (May – Dec 2025)
- Review existing immunization training materials to identify outdated or incomplete content.
- Work with CHAI to develop 20+ training modules aligned with MOH guidelines, including learning objectives and evaluation tools.
- Coordinate with NIHE/MOH for compliance checks and submit materials for formal approval.
- Deliverables:
- Finalized and approved training materials that are ready for LMS integration.
- Support Development of the LMS (May – Dec 2025)
- Conduct system requirement analysis with CHAI, NEPI, and other stakeholders.
- Define functional and technical specifications (e.g., access roles, certificate tracking).
- Test system functionalities (registration, course progress, security).
- Conduct user testing and gather feedback for improvements.
- Deliverables:
- Report on system requirements specification and review.
- Report on pilot evaluation with recommendations. – Certificate templates and tracking system design.
- Digitize and Produce Training Content (May – Dec 2025)
- Convert existing materials into e-learning formats (PDFs, videos, slides).
- Draft and finalize scripts and storyboards for video-based training.
- Design multimedia content (visuals, voiceovers) with focus on engagement and clarity.
- Collect and incorporate feedback from stakeholders.
- Deliverables:
- A digital library of content in multiple formats.
- Video scripts and instructional storyboards.
- E-learning ready digital modules with MOH approval.
- Launch and Disseminate the LMS (Nov – Dec 2025)
- Officially launch the LMS at the national level.
- Conduct training for four regional teams on using and administering the LMS.
- Provide post-launch support and system troubleshooting.
- Deliverables:
- Launch report and training completion documentation.
- Feedback summaries from provinces.
- Support log and response summary post-deployment.
Qualifications and Requirements
- Advanced degree in Public Health, Education, or a relevant field.
- Minimum 10 years of experience in immunization.
- Have experience and a close relationship with Vietnam National Expanded Program on Immunization
- Familiarity with Vietnam’s immunization system and regulatory environment.
- Strong communication skills in English and Vietnamese.
- Ability to work collaboratively with government agencies and technical teams.
