2. Background:

 

Water Stewardship Vietnam (WSVN) is an initiative supported by Water Stewardship Asia Pacific (WSAP) through the Australian Water Partnership (AWP) to enhance collaboration in water governance and advance the goals of water security in Vietnam, in alignment with National policy objectives and implementation. In this regard, WSVN seeks to engage a qualified Partnership and Policy Consultant to support the development of water stewardship policy and partnerships with local and international entities, including local and national government, the private sector, and development organizations.


3. Objective:

The primary objective of this consultancy is to provide technical expertise in policy development and advocacy, alongside the identification, design, and management of strategic partnerships. This role will advance government engagement and drive policy alignment and institutional cooperation to advance Vietnam’s national water governance and water stewardship priorities.


4. Scope of Work:

 

  • Partner Identification and Mapping
  • Partner Engagement and Negotiation
  • Policy Development & Advocacy
  • Monitoring and Evaluation (M&E)
  • Risk Management
  • Reporting and Documentation


5. Key Deliverables:

  • Policy review and recommendations report
  • Comprehensive partnership mapping and strategy document
  • Partnership agreements (MOUs, contracts, etc.)
  • Policy briefs, white paper(s), and advocacy reports
  • Input into the monitoring and evaluation (M&E) framework
  • Regular project progress reports



6. Qualifications and Experience:

  • Degree and experience in environmental management, sustainability, public policy, water governance or a related field.
  • In-depth knowledge of Vietnam’s water policy landscape, legislative processes, and governmental decision-making structures.
  • Demonstrated experience in partnership development and stakeholder engagement, preferably within the public sector, and/or policy development, government relations and advocacy.
  • Excellent communication, negotiation, and interpersonal skills.
  • Fluency in Vietnamese and English is required.


7. Duration of the Assignment: The consultancy is expected to last 6-12 months, starting ASAP.


8. Reporting and Supervision: The consultant will report directly to the project director and work closely with the WSVN project team.


9. Budget and Remuneration: The consultant will be compensated based on an agreed-upon daily or monthly rate and by deliverables, any associated costs will be outlined in the contract. The budget is subject to the availability of funds and will be negotiated with the selected candidate.


10. Evaluation Criteria: Applications will be evaluated based on:

  • Relevant experience in policy development and advocacy (40%).
  • Proposed approach and methodology (30%).
  • Cost-effectiveness and budget (20%).
  • References and past performance (10%).
