HIRING AN INDIVIDUAL CONSULTANT/A GROUP OF CONSULTANT/CONSULTANCY FIRM

TO IMPLEMENT SHIFT CAMPAIGN

1.    Background on Save the Children

Save the Children is the leading global independent organization for children. Save the children started our work in Vietnam 1990, through the implementation of a child nutrition project in Thanh Hoa Province. Since then, we have expanded our programs to include six key thematic areas: Education, Health and Nutrition, Child Protection, Child Rights Governance, Child Poverty, Disaster Risk Reduction and Emergency Response.

We now cover 22 provinces across the country with Save the Children offices in Hanoi, Lao Cai, Da Nang and Ho Chi Minh City. In the implementation of our programs, we work in partnership with government agencies, civil society organizations, the private sector and academic and research institutions. We receive funding from institutional organizations, businesses, trusts and foundations, as well as private donors to support the implementation of our program.

2.    Background information/context

SHIFT is a campaign accelerator designed by Save the Children that supports young activists (aged 15 - 25) to design and deliver public campaigns for social or environmental change. Our focus is on utilizing emerging digital platforms that support young people to express their views and mobilize audiences. SHIFT uses a co-creation methodology designed through consultation with young people themselves – providing the tools, networks, resources, and skills required to effectively mobilize audiences on issues that matter most to them.

Beyond the change, we seek to bring about through individual campaigns, SHIFT also builds the confidence and skills of young community activists. To do this we have adopted an experiential model, with a focus on learning while doing. A seed funding mechanism is also used so that SHIFT participants can step beyond campaign theory and implement the campaign they have designed.

3.    Objective

To seek a consultant or a group of consultants or a consultancy firm (hereafter called “the consultant”) to organize and coach a youth group aged 15 - 25 to implement LGBT-themed campaign successfully based on SC’s SHIFT approach.

This campaign is planned to be conducted in Hanoi city from September - December 2022.

4.    Expected Deliverables

The consultant is expected to be responsible for the following activities under the Shift campaign. In the entire process of this service, the consultant will receive technical and logistics support from Save the Children. Please note that the selected consultant must comply with Save the Children’s Child Safeguarding Policy, Data Protection, and Safety and Security policies.

5.    Experience and skill set required

The interested consultant will be required to submit an Expression of Interest and CV, which should demonstrate adherence to the following requirements. The consultant or the key member of the constant group/consultancy firm is required to have:

  • At least 5 years of experience in working with LGBT, youth activists, youth and children
  • Proven experience in organizing campaigns and social media with youth.
  • Experience in planning and developing campaign strategies, and monitoring campaign activities.
  • Expert in mentoring, coaching youth-led movements.
  • Experience in leading/coordinating/facilitating role to advocate for a positive change
  • Proficiency in English
  • Experience in working with international NGOs.
  • Capable in conducting activities in alignment with action plan strictly.

There is a high expectation that the consultant has the seniority and experience in leading complex tasks, and who has the ability and standing to lead a team toward a common goal.

Other team members (if applicable)

  • At least 2 years of experience in working with LGBT, youth activists, youth and children
  • Proven experience in organizing campaigns and social media.
  • Good understanding of insights of local youth and local communities.

6.    Status updates/Reporting

The selected consultant will provide the below status updates for the duration of the services:

  • Bi-monthly progress update with the project team through email/ online meetings during the campaign.

7.    Financial Proposal

Save the Children seeks value for money in its work. This does not necessarily mean "lowest cost", but quality of the service and reasonableness of the proposed costs. The action is a FULL PACKAGE (lumpsum contract) which means the submitted financial proposal must cover not only consultant fee but also all expenses related to logistic arrangements and any other applicable costs.

Payment information:

Payment will be paid in 2 periods:

  • Upon the completion of and approved deliverables of task 1,2&3: 40% of total amount
  • Upon the completion of and approved deliverables of task 4&5: 60% of the total amount

Payment will only be made upon receipt of a payment request accompanied for the relevant period, based on the report which is approved by CRG Program Manager.
