JICA/SNRM Project: Announcement for Pre-Selection of Consultants

The Sustainable Natural Resources Management (SNRM) Project is a bilateral technical cooperation project funded and assisted by the Japan International Cooperation Agency (JICA) with the project duration of five years from August 2015 to August 2020. It consists of four key components covering policy development (Component 1), REDD+ and sustainable forest management in the Northwest (Component 2), biodiversity conservation in Lam Dong (Component 3), and information and knowledge sharing (Component 4).

In relation to Component 2, the SNRM Project is now seeking the consultant teams for the following surveys:

1. Socio-economic and natural resources survey in Dien Bien, Lai Chau, Son La, and Hoa Binh Provinces
2. Forestry land allocation and PFES status survey in Dien Bien, Lai Chau, Son La, and Hoa Binh Provinces

The main objectives of the above surveys are to collect the most updated information and data on current socio-economic and natural resources (mainly forest resources) status or status of forestry land allocation and PFES in the target provinces of the project. These surveys should primarily focus on the collection and compilation of the existing data at provincial, district, and commune levels (wherever breakdown is possible) without detailed field interview with local communities and households, which will be the focus of the studies to be commissioned at later stage. The initial lists of the information and data to be collected are attached as annexes.

These surveys should start within November 2015 and completed within December 2015 with the final reports submitted and approved by the project within January 2016. The consultant teams are expected to have enough experience in undertaking similar surveys in Vietnam, preferably in the Northwest region. One consultant team with the same members cannot apply for multiple survey as above (but the application from the same organization with different members are allowed).

Important Notes:

  • A consultant team should be in principle an organization with legal status and stamp in Vietnam.
  • Clearly indicate in the cover letter which survey your team is applying for.
  • Application shall have full information as requested above, or otherwise it might not be considered.
  • If you apply via post, your application package should reach our office by the above deadline.

The shortlisted candidates will be invited for a full proposal (Do not send the full proposal now).
