Consultants for Mid-term Project Review

Plan has been in Vietnam since 1993, works in long term partnership with local people, organizations, and government bodies at all levels.

The Pro-Poor Participatory Development Project (PPDP) was developed as a continuation of the three year Grassroots Democracy Decree (GDD) Project since 2008. PPDP phase I worked with local authorities for increasing awareness and capacity to support participatory planning process and facilitate better engagement in socio-economic planning and implementation between local authorities/duty bearers and villagers/right holders in target communes and villages. Through its interventions and participatory planning process, the PPDP is influencing to the Social Economic Development Plans (SEDP) at communal level to become more pro-poor and effect to poverty reduction.

Based on the successes of PPDP, the next phase (PEAP) will be replicated in Quang Tri, Quang Ngai, Quang Binh, Thai Nguyen, Phu Tho and Ha Giang provinces in which ANO PPDP has been carried out in Minh Hoa District for 3 years (from 1/2011 to 3/2014).

The baseline survey was conducted in 2011; the key information of report was based on PPDP ANO log-frame and sub/proxy indicators.

The project overall objective is:
Goal: Communities, including women, young people, ethnic minority groups and other marginalized peoples, are empowered and actively engaged in development initiatives that address their priorities.

Project Objectives areas:

Objective 1: Communities effectively engage in decision-making processes in the socio economic development process, leading to government expenditure that reflects communities’ priorities.  
Output 1.1: The SEDP process is consultative and participatory
Output 1.2: Communities and government representatives have the skills, knowledge and attitude to enable effective participation and the engagement of marginalized people in the SEDP process
Output 1.3: Reliable and relevant data on local government spending and community needs is available and used to inform SEDPs

Objective 2: Communities are actively engaged in identifying and utilizing other resources to meet their own development priorities.
Output 2.1: Communities are contributing to the fulfillment of their own village and commune Development Plans
Output 2.2: Communities utilize external resources to effectively address the needs of marginalized groups

I.OBJECTIVES OF THE MID-TERM REVIEW
The mid-term review shall review and evaluate overall performance of the ANO-PPDP project, keeping in view of its overall goal, objectives, timeframe, processes, and components achievements under the project. It will also identify the lessons learnt and experiences gained with a view to provide inputs for the further implementation of the Project.

The specific objectives of the mid-term review are as follows:
- Provide findings and assess progress against objectives in all components
- Assess the continued relevance of the expected results, outcomes and objectives
- Assess the possible sustainability of any results/outcome so far and impact of the project
- Assess the possible unintended impact/outcomes of the project
- Identify the risks  that may prevent for the project from achieving its objectives
- Provide lessons learnt to date with clear recommendations to inform future implementation and improve project delivery for the remainder of the project

II.METHODOLOGY

1.Data collection and review:
Desk study: the relevant project documents and reports;
Field survey: the consultant can propose different methodologies and tools which may include:
Interview:  open and semi-structured
Group discussions (by mixed and focal groups)
Meetings at different levels
In-depth interview to relevant stakeholders. 

2.Report writing: The consultants will process the collected data to develop an evaluation report using appropriate data processing applications. The required structure of the Evaluation Report is attached in Annex 1.

3.Dissemination of findings: The findings in the evaluation will be disseminated to the stakeholders in a dissemination workshop.

III.SCOPE OF WORK

The consultation team in collaboration with selected PPDP Project staffs will be responsible for completing all tasks relating to the Mid-term review with the main tasks as follows:
- Develop and submit the proposal on the mid-term review (including detailed methodologies (qualitative/quantitative, number of working days, budget etc.) to get comments from relevant project staff;
- Revise the detailed plan based on the discussion and agreements with assigned project staff;
- Conduct the field surveys in selected communes using participatory methodologies;
- Analyzing data and reviewing related documents (includes secondary data review, desk study) from selected sources;
- Write the draft mid-term evaluation report;
- Support to organize a workshop to comment on the draft report;
- Incorporate the comments to the draft report and send to the project for final review and comments
- Finalize the mid-term review report (in Vietnamese and in English) and submit to the Project.

IV.DURATION OF CONSULTANCY

The Mid-term project review mission will be conducted from beginning of Aug., 2012 and to be completed by the end of August 2012.

V.REQUIREMENTS FOR CONSULTANT TEAM

The consultant team should consist of one team leader and one member. They should have the following qualifications to effectively carry out the proposed tasks:
- At least 7 years of experience working in development sectors and be able to successfully complete the tasks as detailed in this TOR;
- Post graduate degree/ Bachelors degree in statistic, economics, development studies or relevant fields;
- Experience in conducting M & E project/program

VI.LOGISTIC SUPPORTS AND CONSULTANT FEE:

Logistic supports will be followed by norms and regulations of Plan International for the consultants. Consultant fee is negotiable and that based on Plan policies and the qualification of the consultant(s).
