International consultant and national consultant to Research on possible reforms of provisions relating to industrial relations in the Labour Code 2012 under New Industrial Relations Framework (NIRF) Programme of the International Labour Organisation (ILO) Office for Viet Nam

For many years, the ILO has been providing technical assistance via various technical cooperation projects to strengthen legislation on labour area. ILO now seeks an international and a local consultant to collaborate closely together, with MOLISA, and through consultation with social partners and other stakeholders, in identifying policy options, researching, consulting and otherwise providing MOLISA with up-to- date research that will enable them to update the Impact Assessment Report in the Dossier proposal for developing the Labour Code (revised) to address the three issues (Collective Bargaining, Dispute Settlement, and Freedom of Association) thoroughly. Together the consultants will assist MOLISA in identifying feasible options for legislative reforms on industrial relations consistent with ILO Conventions 98 and 87 and in clearly articulating potential impacts of the reform options as required in the Impact Assessment. The international consultant will be expected to lead and guide the work of the national consultant.
