The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 03 qualified Consultants for 01 Training on control of anti-trafficking of illegal animals and wild plants for Customs officers.

For more details please refer to the attached Scope of work (SOW) in English and Vietnamese.

Overall Goal: Equipping customs officers with the required specialized knowledge and skills regarding the control and prevention of illegal trade in wild animals and plants.

Specific Objective:To conduct 01 training for Customs officers in Da Nang or province safe to Covid-19.

Main tasks & Responsibilities:

  • Develop training agenda and submit to USS project for comments.
  • Review previous training agendas and curriculums conducted by USS project for the relevant available parts. If found suitable, update/use for the new training.
  • Develop new training curriculum and material sections based on the approved Customs Handbook.
  • Conduct 01 training for Customs officers in Da Nang or province safe to Covid-19.

Timeline/Working days:

  • Starting date: September 2020.
  • Ending date: When the 01-training conducted (expected before 30th Nov. 2020).
  • Total working time: 21 days (8 hours per day) for 3 consultants, 07 days each.

Qualifications and requirements

The consultancy will be conducted by 3 consultants:

Qualification:

Consultant on administrative and criminal violation handling - Team leader;

  • A minimum of 10 years working in Administrative and criminal violation handling area, preferably in the customs control/environmental and wildlife crime area in Vietnam;
    • Experience in policy development, research, review and assessment;
    • Experience in capacity building including training curriculum development;
    • Experience in working with law enforcement agencies at all levels;
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
    • Excellent presentation and legal document writing skills;
    • Fluency in office computer skills, English and Vietnamese literacy.

Consultant on the area related to Customs control - Team member;

  • A minimum of 10 years working in the areas related to Customs control skills and procedures; preferably in the customs/environmental and wildlife crime area in Vietnam;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.

Consultant on the area related to wildlife conservation - Team member;

  • A minimum of 10 years working in the areas related to wildlife conservation, rescue, identification and forensics; preferably in wildlife protection and management in Vietnam;
  • Experience in policy development, research, review and assessment;
  • Experience in capacity building including training curriculum development;
  • Experience in working with law enforcement agencies at all levels;
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues;
  • Excellent presentation and legal document writing skills;
  • Fluency in office computer skills, English and Vietnamese literacy.
