The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and is being implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species project supports Vietnam National Park and Protected Area Association (VNPPA) to reduce wildlife poaching, trafficking and consumption in and surrounding Vietnam’s protected areas system by improving environmental education and communication focusing on rhino, elephant and pangolin.

USAID Saving Species is looking for 2 consultants on wildlife education to work on this task with VNPPA team. Below is the summary of the Scope of work (SOW); for more details, please refer to the attached SOW.

Overall Goal:

Reduce wildlife poaching, trafficking and consumption in and surrounding Vietnam’s protected areas system by improving environmental education and communication focusing on rhino, elephant and pangolin.

Specific Objectives:

  • Develop a guideline to implement environmental education and communication activities on wildlife protection focusing on rhino, elephant and pangolin for the audiences of local communities, pupils and tourists in order to reduce poaching, trafficking and consumption of wildlife with special focus on rhino, elephant and pangolin.
  • Develop wildlife communication materials (e.g. posters and pamphlets) to educate local people, pupils and tourists on wildlife protection to reduce the poaching, trafficking and consumption of protected wildlife.
  • Conduct TOT training to build capacity of key PA staff on conducting environmental education and communication on wildlife protection focusing on rhino, elephant and pangolin for the audiences of local people, pupils and tourists.
  • Providing technical support for PAs for the integration of wildlife education in PA management.

Responsibility and tasks

The consultancy will be conducted by 2 consultants – wildlife education specialists. These 2 wildlife education specialists will work with 01 Team leader and 01 Coordinator Assistant from VNPPA to deliver the above outcomes.

Wildlife protection specialist (1)

  • Develop content of the guideline as assigned by Team Leader
  • Develop content of a wildlife education leaflet for either (1) local people (hunters and local bushmeat retailers), or (2) tourists, or (3) pupils as assigned by Team Leader
  • Work with Team Leader to (1) prepare training materials, (2) provide 2 TOT trainings on education and communication of wildlife protection and reduce demand for wildlife and (3) write up training report.
  • Work with Team Leader after the TOT trainings to (1) provide technical support (online) for trainees to conduct their wildlife protection education programs in their PAs, (2) conduct one field trip to provide direct technical support for the three most difficult PAs, and (3) conduct evaluation survey and write a report to identify gaps/ difficulties and propose measures to improve wildlife education activities in PAs of Vietnam by using their own resources in the long term.
  • Attend necessary technical meetings as requested by Team Leader
  • Prepare consultation and progress reports as assigned by Team Leader and USS.
  • Other tasks required by Team Leader and USS.

Wildlife protection specialist (2)

  • Develop content of the guideline as assigned by Team Leader
  • Develop content of a wildlife education leaflet for either (1) local people (hunters and local bushmeat retailers), or (2) tourists, or (3) pupils as assigned by Team Leader
  • Prepare consultation and progress reports as assigned by Team Leader and USS.
  • Other tasks required by Team Leader and USS.

 

The consultants report to USS and VNPPA.

Timeline/Working days:

  • Total time for consultancy work is 87 days for 2 consultants
  • Starting date - April 2019
  • Ending date - Jan 2020

Qualifications/Criteria:

The consultancy will be conducted by two (02) consultants/ Wildlife Education Specialist(s) with following requirements:

  • Master’s degree or higher from a recognized university in a relevant field (e.g. environmental science, forestry, biology, conservation biology, wildlife conservation, or related fields)
  • A minimum of 10 years or more working in environmental education or nature/ biodiversity interpretation
  • Having wildlife education experience in protected areas is an advantage
  • Excellent presentation and communication skills
  • Excellent writing and designing wildlife education material skills.
  • Good social survey skills (questionnaire design, data collection and analysis)
  • Experience and skills in both teamwork and independence
  • Proficient in English is an advantage
  • Fluency in office computer skills
