1 Background:

The Forest Stewardship Council (FSC) certification has typically focused on the certification of timber products sourced from sustainable managed forests as determined by a set of principles and criteria. Under the Forest Certification for Ecosystem Services (ForCES) project, the idea of expanding FSC to include additional ecosystem services (such as carbon, water, biodiversity and soil protection) will be tested across 4 countries; Vietnam, Chile, Indonesia and Nepal. Essential to this is the development of suitable measurable compliance indicators which will be incorporated in FSC national standards in the pilot countries and into international standards. SNV Vietnam will implement activities under the ForCES project in Quang Tri Province, and Huong Son, Ha Tinh Province.

The key output of the project is one site get extended FSC certified + Ecosystem Services.  Referring to that this TOR is developed and using by the project for recruiting consultants/consultant team to provide technical advises, coach and support field teams and local partners in implementing the FSC certification models integrated with selected ES for the field teams in 02 sites and getting FSC+ certified.

2. Tasks of the consultants/consultant team:

  • Providing technical advisor, quality assurance and administrative support in the implementation of FSC +ES certification Models in 02 sites.
  • Coaching and guiding in front of FE concessionaires with FSC potential. Managing application from potential FE.
  • Cooperate with ForCES staffs to support and advise the field teams as well as local forest owners and stakeholders as an initial contribution to ES monitoring activities in 02 sites.
  • Supervise the field teams to manage invoice and other administrative matters related to FSC certification models.
  • Supervise and coach local teams in designing for data collection to forest owners and villagers and guide them to input data in the monitoring database.
  • Monthly reporting on the process of certification, in terms of Status Certification Progress and monitoring suggested ecosystem services eg. Water resources, soil and carbon.

3. Deliverables:

  • Detail work plans and guidelines for each steps that will need to be approved by the SNV/ForCES.
  • Set of guidelines and materials (handouts, presentation, field guidelines) and other materials for ES monitoring in Quang Tri.
  • Monthly and assessment reports on certification progress and actions needed for 02 sites

4. Qualifications

The consultant should have:

  • Background on forestry and relating field.
  • A solid understanding of natural resource management as demonstrated by at least 5 years work experience and relevant qualifications in this area.
  • Good knowledge and experience in forest management and forest certification.
  • Proven experience in working in PFES and REDD+ in the context of Vietnam.   
  • Capable to work with local partners and communities.
  • Good ToT skills, facilitation skills and participatory skills
  • A vast network of stakeholders (e.g. national government, business association, etc.) is an advantage.
  • Strong analytical, database management and writing skills.
  • Excellent oral and written English skills.

5.Timeframe and Location

The consultant will work regularly in 02 sites from October 2014. We will acknowledge all applications, but we will only contact short-listed candidates.
