Consulting Service to Provide Technical Assistance for the Project Preparation for Northern Mountain Urban Program

Package NM-02: Consulting service to provide technical assistance for the Project preparation for Northern Mountain Urban Program.

The Ministry of Construction of the Socialist Republic of Vietnam has received from the World Bank toward the cost of the Project Preparation Technical Assistance Facility (PPTAF). The Ministry of  Construction intends to use this financing to hire consulting services for package NM-02: Technical assistance to Project preparation for Northern Mountain Urban Program.

The objective of  the consulting services (“the Services”) is as follows:

To support the Ministry of Construction and the cities/PPU/PMU involved the Program in preparing documents templates and a list of subproject screening and selection criteria, the Program Operation Manual for the program and a list of indicators for monitoring and evaluation.

The Ministry of Construction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

A consultant will be selected in accordance with the procedures set out in the World bank’s Guideline: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Selection Based on Consultants’ Qualifications” (CQS) method set out in the Consultant Guidelines.

Interested consultants may obtain further information at the address given below from 8:00 to 11:30 hours and from 13:30 to 17:00 hours, Monday to Friday.

Expression of interest in English and Vietnamese must be delivered to the address below no later than 17:00 hours (location time) on 24/6/2013.
