Consulting Services: Sanitation supply chains development and capacity building to provinces on planning and delivering sanitation services in Northern Mountains and Central Highlands Regions of Vietnam

The Water and Sanitation Program of the World Bank Water Global Practice is pleased to inform you that you are invited to express interest in undertaking the above assignment. This assignment is to support undertake the sanitation supply chain development and capacity building in the 21 provinces on rural sanitation in Northern Mountains and Central Highlands Regions of Vietnam (NM-CH) under the World Bank supported Results-Based Scaling Up Rural Sanitation and Water Supply Program (RB-SupRSWS Program).

Specific objectives are: 

1. Support the 21 Program provinces in conducting advocacy, planning and budgeting, and reporting for sanitation and hygiene.
2. Test and/or adapt sanitation business model for remote areas in NM-CH regions based on recommendations outlined in a formative research, update/develop rural sanitation package, and update sanitation training curriculum.
3. Deliver capacity building to the provinces on demand creation/Behavior Change Communication (BCC) and supply chain strengthening for rural sanitation in order to implement the sanitation plans in the 21 Program provinces.

Scope of Work

  • Support the provinces on advocacy, planning, budgeting and reporting for sanitation and hygiene
  • Support delivering advocacy events in each of the 21 provinces targeting provincial, district and commune leaders and relevant agency directors.
  • Support the provinces in preparing annual Sanitation Behavior Change Communication Plan and Annual Capacity Development Plan (with focus on sanitation part).
  • Support the provinces in preparing reports on the implementation of the BCC plan and capacity development plan.
  • Test and/or adapt sanitation business model for remote areas in NM-CH and update sanitation training curriculum
  • Conduct proof of concept of different business models for marketable product solutions in selected six districts in at least three provinces.
  • Document the proof of concept of the business model highlighting challenges, opportunities, emerging learning and achievements, and finalize the recommended business model for replication.
  • Package the updated BCC tools/materials and updated supply chain strengthening package so that it becomes a comprehensive package for use in the RB-SupRSWS Program.
  • Based on the revised package and implementation experience, update the existing sanitation training curriculums to reflect the updated BCC and supply chain models used for NM-CH and handover to government and provinces.
  • Deliver capacity building to the provinces on rural sanitation service delivery
  • Provide capacity support to regional health institutes staff and provincial master trainer cohort to deliver high quality trainings and on-the-job support, to the provincial, district, commune, village level implementers and relevant frontline workers to deliver demand creation/BCC and supply strengthening for sanitation.
  • Support identify learning theme based on the lessons and experience from implementation so that knowledge exchanges across the provinces, districts and communes could be conducted; and provide necessary inputs to the design of and participate in the knowledge exchanges.
  • Assess feasibility of the training and coaching services that will be provided by the regional health institutes and paid for by the provinces and suggest pathway and strategy for regional institutes to take on a role as training provider for rural sanitation.
  • Build capacity of the master trainers, potentially from provincial Department of Education and Training cohort, to support schools in implementing the behavior change campaign at schools.

Qualification and Experience

The assignment requires a firm with a minimum of five years of experience in Vietnam, preferably in rural areas, with a strong background in the fields of rural sanitation and hygiene and capacity building. The assignment will require the firm to have strong presence in Vietnam and in the field.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Duration of Assignment

The assignment is expected to commence in March 15, 2016 and ending on December 30, 2017.
