Design, Development, Implementation and Maintenance of the Management Information System for Transport Projects

Aus4Transport program is a facility granted by the Government of Australia via Department of Foreign Affairs and Trade (DFAT) to the Government of Vietnam via Ministry of Transport (MOT). The goal of the program is to increase investment in Vietnam transport infrastructure leading to an improved national transport network that supports economic growth and poverty reduction.

The program covers two streams of activities. Stream A – facilitate project development; and Stream B – unlock opportunities through innovation to strengthening transport capacities through revised policies, guidelines and practices, testing of new concepts, and addressing bottlenecks in project development and financing.

Part of the grant proceeds will be used to design, develop, implement and maintain the Management Information System for Transport Projects (TPMIS) to support MOT and the Transport Engineering Construction and Quality Management Bureau of MOT (TCQM) as the project owner. TPMIS will be an online web-based platform developed with open-source technologies. Development will follow an Agile Methodology from its beta version to version 1 and during the commission period of 24 months.

TPMIS for the transport sector - covering 5 sub-sectors: roads, railways, inland waterways, maritime and aviation - will record, monitor, generate and share high-level information at project, package, financial and portfolio levels to support MOT, sub-sector program management, sector management and reporting requirements within. TCQM as the project owner of TPMIS will involve several MOT departments (not limited to): Project Management Units (PMUs), Provincial Departments of Transport (PDOTs), Department of Planning and Investment (DPI), Department of Public Private Partnership (DPPP), Department of Finance (DOF), Information Technology Center (ITC); and MOT Bureaus.

The services (the Services) will be carried out by a suitably qualified and experienced firm, and will include (i) detailed design; (ii) development of the system from beta version to version 1 with 5 pilot projects composed of 5 PMUs/PDOTs (including refinement and project documentation) (iii) implementation of TPMIS to PMUs with dissemination, data capturing support and training users; and (iv) maintenance and upgrade of TPMIS for 24 months.

In addition, the firm will carry out (i) a survey with technical recommendations for interoperability of TPMIS for non-MOT provincial projects; and (ii) support MOT with the procurement of IT infrastructure equipment.

The Aus4Transport now invites eligible national firms to submit their expressions their interest (EOI) in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The EOI should include: (i) Proof of company registration (ii) Company profile, experience and portfolio; and (iii) CVs of the proposed project leading persons, who should have a working knowledge of English.

Qualification criteria:

The Consultant should:

  • Be legally based in Hanoi (an additional branch located in Ho Chi Minh City could be considered as part of the weighting);
  • Be registered and specialised in delivering IT development services for at least the past 4 years;
  • Have a minimum of 20 full-time IT systems development employees; and
  • Have conducted successfully at least two management information systems projects with a minimum budget equivalent to 50.000 AUD;

Relevant experience with MOT or international organizations/companies or MDBs or DFAT will be highly considered.

Consultants should not associate with other firms in the form of a joint venture or a sub-consultancy agreement to enhance their qualifications.

Short-listed firms will be provided with the Request for Proposals. Consultants will be selected in accordance with a quality and cost-based selection method.
