The USAID’s Avian and Pandemic Influenza Initiative (USAID/APII) is a four-year project implemented by Abt Associates Inc. in Viet Nam. This project is to strengthen the capabilities of the Government of Vietnam and its counterparts to identify, prevent, and control outbreaks of avian influenza and other emerging infectious and zoonotic diseases. Activities are implemented nationally in year four but for the most part were in focused provinces; Can Tho, Ha Nam, Hung Yen, Kien Giang, and Quang Tri in years two and three.

Human health surveillance activities as a part of Community Base Surveillance (CBS) model have been implemented since 2010, in 123 communes in 18 districts of 5 provinces. The CBS model uses simple and clear case definitions and identifiers to captures suspected AI and some EID cases through a network of both human and animal health workers as village level collaborators. The CBS model strengthens the capacity of grassroots level collaborators, i.e. the village health workers and village animal health workers who are responsible for initial case detection, reporting, and for triggering community level responses to suspected cases. In accordance with Circular 48/MOH/2010, the human health surveillance system of the CBS model has been integrated into the national surveillance system.

In 2011, CBS collaborator network in Can Tho, Ha Nam, Hung Yen and Kien Giang were handed over local authorities.

To strengthen the human health surveillance at community level, from January - June 2013, USAID/APII will:

• Support for national/provincial policy that would facilitate community level surveillance
• Replication of the relevant model on human health surveillance in appropriated regions.

Subcontractor Scope of Work

USAID/APII Vietnam is seeking a qualified Vietnamese organization that will conduct the following set of activities, but not limited to:

1. To organize a regional one-day review workshop on the implementation of the Circular 48 at grassroots level and sharing experiences from the APII targeted provinces.

2. To conduct one 2-day TOT regional course for appropriated new provinces on improving village human health workers (VHHWs) skills and knowledge on EIDs and zoonotic diseases, surveillance techniques and communication skills on providing good services/consultation to the households they are visiting.

3. Providing technical assistance to provincial Preventive Medicine Center attended the TOT course for developing/ revising provincial plans on implementation of Circular 48, replication of the relevant model on human health surveillance, especially for EIDs and zoonotic diseases in their respective areas.

The selected contractor will be responsible for all preparation, data collection, data analysis, and report writing. The contractor will also be requested to work closely with USAID/APII technical team in preparation during the course of the assignment as well for presentations and advocacy at the end of the assignment if needed.
