Overview:

The COVID-19 pandemic is having a catastrophic impact on the most vulnerable communities worldwide and threatens progress against HIV, TB and malaria.

The Global Fund has provided immediate funding to help countries fight COVID-19, minimize the impact on life-saving HIV, tuberculosis and malaria programs, and prevent fragile health systems from being compromised.

Effective community and civil society engagement remains critical to effective use of project resources, including opportunities to support community-led initiatives to mitigate COVID-19 impacts with project objectives on HIV, tuberculosis and malaria as well as strengthening the national COVID-19 response.

Objective of the position/mission

  1. Ensure that the content of CCM's operation plan is reasonable and timely based on the synthesis and analysis of information obtained from monitoring to implement activities to minimize the risk of stagnation and to use project resources. ineffective project due to the impact of COVID 19;
  2. Ensure meaningful consultation and coordination with the CCM Secretariat and the CSOs/communities and technical partners involved in the project so that project resources are used on schedule and in a timely and widely effective manner. .
  3. Ensure useful information and experiences on COVID-19 harm reduction are timely and widely disseminated.

Scope of work

Activity 1: Coordinate with CCM Secretariat and partners to organize forms of information collection on project implementation results in localities:

  • Regularly cooperate with CCM Secretariat, CCM President to plan activities for CCM to collect information on project implementation results in localities, impacts of COVID-19 on implementation project objectives, through:
  • Online monitoring sessions;
  • Field supervision sessions;
  • Conferences, seminars, forums.
  • Prepare basic contents for CCM at events if above.

Activity 2: Update and share documents and news on project operation experiences to minimize COVID-19 impacts on project activities:

  • Cooperate with the CCM Secretariat and project management units to update documents on the news website monthly, share information with the media about activities to reduce the impact of COVID-19 on project goals ;
  • data on contact with PMB, province, some units/individuals of project beneficiaries

Responsible for reporting, contact

C19RM Coordinator:

  • Regularly report to and be accountable to the CCM Chairman and CCM members.
  • Coordinate with CCM and CCM . secretariat

Execution time

Implementation time and expected duration of the contract until 12/2022

Requirements on qualifications and experience, skills

Qualification and experience

  • Training requirements: Medical, social; Doctor's Degree, Master's Degree.
  • Experience and knowledge of the national health system,
  • Experience with the national civil society operating mechanism and background
  • Experienced in working with PRIVATE and local government agencies in Vietnam
  • At least 3 years of experience in UN-funded ODA project management;
  • Knowledge of epidemiology, financial management, and COVID-19 updates
  • Experience working in a multi-stakeholder governance environment.

Skills

  • Proficient in data collection and analysis of information from various sources.
  • Proficient in financial information synthesis, programming and management.
  • Proficient in using Microsoft Office, especially Microsoft Excel and Microsoft Project.
  • Communication and interaction skills with government agencies, UNs, NGOs
  • Excellent writing, presentation, facilitation, coordination and communication skills.
  • The ability to handle multiple tasks at once, set priorities, and work independently and as part of a team.
  • Fluent in English and Vietnamese.
