The Department for Social Evils Prevention, the Ministry of Labour, Invalids and Social Affairs seeks to recruit a Project Coordinator under the CAPACITY BUILDING ON DRUG ADDICTION TREATMENTFOR HIV/AIDS PREVENTION IN VIETNAM project funded by the U.S. Centers for Disease Control and Prevention (CDC) with the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

Description of DSEP/MOLISA:  The Department for Social Evils Prevention (DSEP) is under the Ministry of Labour, Invalids and Social Affairs. By laws, DSEP responsibility is to assist the Minister in performing state management functions on the prevention of prostitution, drug addiction and integration of prevention of HIV / AIDS to drug users and sex workers in the country.
Brief description of CDC-DSEP Cooperative Agreement i.e. goal, strategies
The CDC-PEPFAR project was developed in response to funding opportunity No. CDC-RFA-9107-FS09 of the U.S. Centers for Disease Control and Prevention on the development of HIV/AIDS prevention and care models and strategic information strategic systems in Vietnam in the framework of emergency aid program for HIV/AIDS of the US President's Emergency Plan for HIV/AIDS Relief (PEPFAR in short).

Objective of project:  to strengthen capacity of the Ministry of Labor, Invalids and Social Affairs Sector in drug addiction treatment and to provide social support services through effective evidence- based approaches to contribute to the reduction of drug use, to improve quality of life and reduce HIV infection and transmission among drug users and sex workers in Viet Nam.

Project Implementation Strategy:
- Strengthening MOLISA systems of surveillance and information management on drug users and sex workers
- Enhance the capacity for MOLISA staff working in drug addiction treatment to ensure the provision of effective and qualified drug treatment services at treatment facilities.
- Developing pilot models providing evidence-based, community –based drug addiction treatment approaches.

Project duration: January 2011 - September 2014

Project site locations: Hanoi, Ho Chi Minh City and Thai Nguyen province  

Job description:
Assist the Project Manager in planning, managing and coordinating project activities, following the tasks and responsibilities:
Planning:
- Develop and update monthly, quarterly and annual the work plans according to targets of the project proposal basing in coordination with the project officers and under the direction of the project manager.
- Prepare documents and plans including for activities, estimated budgets and implementation progress, for CDC as requested and according to the rules and regulations of the Cooperative Agreement.
- Act as the primary focal point for management of the CDC Cooperative Agreement; and responsible for liaising between CDC and DSEP regarding all Cooperative Agreement matters

Implementation: 
- Coordination of project activities as scheduled and planned as agreed between CDC and DSEP          
- Guide the provincial implementing sites and other agencies involved in preparation of the above mentioned plans and other related implementation documents.
- Provide documents, templates, guidance, and other project support to treatment and SI staff in implementation project activities.
- Provide technical assistance for the provincial implementing sites and conduct other technical activities assigned by the project management committee.
- Provide recommendations to the project manager in dealing with issues as they arise and coordination in achieving goals of progress and quality.
- Integrate recommendations and guidance from the technical working group for the CDC-MOLISA project
- Coordinate and collaborate on evidence-based best practices and project activities with other partners in Vietnam, such as FHI, UNODC, and other international and Vietnamese partners

Management:
- Assist the manager of project management unit to implement daily management activities.  When assigned, represent the Project Manager in key meetings with partners.
- Arrange translation and interpretation for the meetings with international sponsors and organizations; ensure English-language assistance for members of project management committee when needed.
- Main focal point related to management of the cooperative agreement, including reporting, budgeting, development of proposals and other necessary management tools

Monitoring and evaluation:
- Monitor implementation at provincial Department of Social Evils Prevention project sites;
- Coordinate with technical officers to monitor the technical provision from professional consultants;
- Coordinate the collection and analysis of information and data and prepare general plans, and make periodic reports on project  activities
- Prepare reports on implementation progress, audit reports, monthly, quarterly, yearly summary reports.
- Respond to other M&E related tasks as needed for the Cooperative Agreement

Qualifications i.e. education, working experience, languages and skills:
All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each item.
a) Minimum Master’s degree in Public Health (MPH) or related field is required.
b) Must have at least five years to seven years experience in project management, budget and project oversight of large of complex public health projects.  Minimum 3 years experience with the Vietnam HIV/AIDS response and/or in drug treatment and knowledge of the related institutional environment is required. 
c) Must have thorough knowledge of the principles of management of public health programs and practices.  Familiarity with HIV/AIDS programs, the Vietnamese government system, including with MOLISA, PEPFAR, CDC Global AIDS Program and other related programs and policies.  Knowledge of organization and operational concepts and practices applied by public, private, or non-profit agencies and organizations engaged in health related endeavors, especially as it relates to HIV, drug treatment, public health is required.  Must have extensive knowledge of and experience with the principles, theories, and practice of USG grant, cooperative agreement and contract regulations and procedures management.  Knowledge of project management tools and techniques to plan, schedule, implement, and evaluate complex programmatic and operational projects is also recommended.
d) Skills in coordination, communication and relationships with colleagues.  Office computer skills
e) Language requirements - Speaking/Reading/Writing Vietnamese is required; Level 4(Fluent) Speaking/Reading/Writing English is required (this will be tested). 

Salary and other benefits: 12,202 $/year (Starting salary, negotiable upon qualifications)
