I/ GENERAL INFORMATION:

- Working relationship: The coordinator is employed by the Project Management Unit which is under the Department of Livestock Production of the Ministry of Agricultural and Rural Development.
- Working location: Biogas Project Management Unit, R. 104, 2G Bldg., Van Phuc Diplomatic Compound, 298 Kim Ma Str., Ba Dinh Dist., Hanoi
- In charge of:

  • Operations of the Project Office;
  • Technical Unit;

II/ PROJECT BACKGROUND

The multiple award winning Biogas Program (BP) has been under implementation since 2003, and has supported construction of over 137.000 domestic biogas digesters in 53 provinces in Vietnam. The Program is going through some major changes, taking the last steps towards its goal “to develop a commercially viable domestic biogas sector” in Vietnam.

These changes have large implications for the activities and complexity of the Programme. For this reason, the Programme is looking for a full time Coordinator.

III/ POSITION OBJECTIVES:

The coordinator is responsible for the operational management of the biogas programme for the animal husbandry sector in Vietnam. In this capacity, the coordinator will develop the annual work plan and be responsible to the Project Director for the implementation of the plans through the management of both the technical and operations team.

IV/ ROLES AND RESPONSIBILITIES:

1.Report to Project Director and coordinate with SNV’s advisor(s) on daily project implementation and management upon the plans approved by the Project Director;
2.Coordinate and develop together with SNV’s advisor(s) the short and long-term strategy of the domestic biogas interventions to create a commercial market situation. Focus will be on moving training activities as well as quality control activities to a market-based situation.
3.Evaluate the newly developed Result Based Financing Mechanism (end of 2014) and coordinate and further develop and finalize it for scaling up to in 2015.
4.Develop project monthly, quarterly, 6-month and annual plans; report to the Director before sending for approval and manage technical and operational team staff to implement Program’s activities.
5.Draft the half-yearly report, yearly report for the following period to report the Director.
6.Direct technical and operations department for their effective implementation of functions and tasks.
7.Cooperate with Director’s Assistant to complete half-year report, annual report and all project documents to meet the existing requirements.
8.Facilitation of smooth operation and communication within and between the technical and operations team.
9.Managing, supporting and developing human resources in the technical and operations unit. 
10.Stakeholder management – communicate and coordinate implementation with provincial offices, provide coaching where necessary and support Q&A. Act as a problem solver for (implementation) issues raised by the provincial offices.
11.Go through the necessary and official approval processes necessary for the program’s phase 3 from 2015 – 2019. Prepare necessary project draft documents (PDO) for Phase III.
12.Coordinate with Project Chief Accountant to check the consistency between the activities and their related costs to submit Project Director for approval.
13.Coordinate with Project Director’s Assistant and Chief Accountant to implement processes and procedures for approval of the project documents prescribed by the Ministry of Agriculture and Rural Development.
14.Perform other duties/tasks as assigned by the Project Director.

V/ REQUIRED SKILLS AND QUALIFICATIONS

  • Strong interpersonal skills: relationship building, communication, conflict resolution and coaching
  • Minimum of 5 years (project) management experience of which a minimum of 2 years in an international organization.
  • Master of Business Administration, preference for management or small business and entrepreneurship specialization.
  • Proven track record in stakeholder management, relationship building and change management.
  • Experience in and knowledge about micro and small sized enterprise development.
  • Experience in planning, monitoring and evaluation;
  • Having general knowledge and experience in livestock management, livestock environmental solutions, and biogas technology;
  • Excellent English and Vietnamese language proficiency; proficiency in Microsoft Office software.
