Summary Section

IIE seeks qualified Chief of Party candidates for the upcoming USAID/Vietnam Enhancing Local Development activity.  The activity will target interventions to support the capacity of and engagement between a multitude of stakeholders in the local governance ecosystem, leading to a more transparent policy-making process and better delivery of services to Vietnamese citizens.  The Chief of Party (CoP) will have oversight for program management, strategic vision, fiscal integrity, and quality and timing of deliverables.

Essential Functions

  • Provides program leadership, management and establishes the direction of the program. Builds strategic partnership with USAID/Vietnam, Vietnamese provincial governments, local governance training providers, and targeted organizations. In collaboration with USAID, sets a clear strategic vision and plan for the program.
  • Provides capacity building of the local in-country team including coaching and mentoring. Works closely with project team members to monitor implementation and to ensure high quality and timely completion and submission of all required deliverables.  Works closely with the IIE-home office staff on management of budget, compliance, reporting, and other project related issues.
  • Oversees the design and implementation of efficient, results-oriented, cost-effective interventions to support the capacity building of local institutions and their engagement with provincial governments.
  • Builds the capacity of Vietnamese institutions to design and deliver trainings for local officials, including conducting training needs assessments, identifying appropriate capacity building interventions, managing technical assistance activities and administering technical training.
  • Develops and coordinates activities to build capacity of local institutions and engagement to deliver services to provincial governments.
  • Provides office leadership and compliance oversight. Oversee in-country finances, budgeting and procurement, ensuring that all finance and procurement is compliant with USG and IIE policies and procedures.

  • Applies judgement to analyze complex situations where procedures are still under development. Makes recommendations on IIE's operational policies and approves procedures and/or programs and activities within an assigned department. Is given considerable independence of action to achieve desired outcomes / results.

  • Has accountability for effective management of cost and revenue for an entire project.  Has a direct impact on revenue plus cost vs budget and managing costs including the ability to negotiate on behalf of IIE.

  • Regularly interacts with management level team members, as well as management level clients, partners and potential participants, in carrying out their work responsibilities.

Interactions - Purpose of Contact

  • Exchanges information to recommend and build consensus among IIE colleagues and key stakeholders in carrying out its work assignments. Interactions with others are primarily negotiable and/or selling in nature.

  • Work focuses on accomplishing the USAID project’s goal and objectives.

  • Accountable for getting work done through others. Planning work, filling jobs, assigning work, scheduling, coaching, and measuring work of others. Raises performance successes of concerns.

Work Requirements - Formal Education

  • Requires a bachelor’s degree, masters’ degree preferred.

Work Requirements - Work Experience

  • Requires at least ten years of progressively responsible experience managing donor-funded programs of a similar size and complexity. USAID management experience strongly preferred.

Level of Knowledge

  • Requires in-depth understanding of local capacity development, Vietnamese provincial government structure, and knowledge of Vietnamese government training providers including local community organizations and higher education institutes.

Other Knowledge, Skills, and Abilities

  • Experience with the development and implementation of conducting organizational needs assessments, capacity building programs, and evaluation required.
  • Must have proven supervisory and team leadership experience of diverse, multi-disciplinary staff.
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills.
  • Knowledge of stakeholders in Vietnamese local governance ecosystem providing support services to provincial governments preferred.
  • Experience working on USAID contracts, grants, or cooperative agreements preferred.
  • Fluency in English is required.
