Cost of Service Analysis Consultant for Clean Cities, Blue Ocean

The USAID-funded Clean Cities, Blue Ocean (CCBO) program in Vietnam, implemented by Tetra Tech International Development is seeking the services of an experienced consultant for a Cost of Service Analysis.

CCBO program is a five-year initiative of USAID which will serve as USAID's flagship program to target ocean plastics directly at their source in cities and towns. The program works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.

The Cost of Service Analysis Consultant will work with the CCBO Vietnam Technical specialists, managers, and partner LGUs to develop a comprehensive system for determining costs of solid waste management (SWM) and Reducing, Reusing and Recycling (3R) services in Da Nang and Hue. The assignment will be conducted between December 2022 and September 2023.

Qualification:

• Master’s degree in accounting, business management, economics, planning or more than 10 years working experience with local government as an Investigation Officer (IO) or equivalent position.
• A proven experience and knowledge of local government accounting systems and Municipal Solid Waste Management system.
• Experience in working with local government to develop SWM/3R COSA, preferred
• Substantial networking, collaboration, and partnership development experience.
• Reputed work history as a senior staff officer in local government sector, preferred.
