Consultant: Country Coordinator for Vietnam

Background information: The Data for Health (D4H) Initiative is a multi-year initiative funded by Bloomberg Philanthropies in partnership with the Australian Government. Implementing partners include the US Centers for Disease Control, the CDC Foundation, Vital Strategies, Johns Hopkins Bloomberg School of Public Health, the University of Melbourne, and the World Health Organization (WHO). The D4H Initiative works with governments in more than 20 countries and cities to improve the collection and use of crucial public health information. D4H operates under the principles of country leadership and ownership, a commitment to capacity building, and a primary concern for sustainability.

The Initiative focuses on strengthening four areas:

  1. civil registration and vital statistics systems (CRVS)
  2. cancer registries
  3. strategic use of data for policy and planning and
  4. availability of information on non-communicable disease risk factors

Consultant Tasks: A consultant is required in the role of Country Coordinator to support the successful implementation of technical assistance for data use and population-based cancer registry improvement in Vietnam. The main tasks and deliverables of the Consultant will be related to ensuring that the implementation of data impact and cancer registry activities are country-owned and driven; technically sound and sustainable, as well as in line with current best practice standards. The Consultant will interface between government agencies, Initiative partners, and other critical stakeholders in the country.

Criteria for Country Coordinator selection

Required:

  • Degree in relevant field (public health, epidemiology, demography, medicine, etc.) from a recognized university
  • Demonstrated experience coordinating public health projects or programs
  • Prior experiences working with government, local private and/or public hospitals, and other agencies
  • Fluent in Vietnamese both oral and written
  • High level of English language proficiency both oral and written
  • Proficiency with Microsoft Office suite (MS word, Excel, Outlook)
  • Strong organizational and verbal and written communication skills
  • Willingness and ability to travel in country and internationally (as permitted under COVID regulations)
  • Eligible to work in Vietnam

Desirable:

  • Prior experience working with or in the Vietnamese civil registration and vital statistics system
  • Prior experience working in one or more government ministries
  • Experience with analysis of public health data
  • Prior experience working in the Vietnamese healthcare system

General Responsibilities:The Country Coordinator will provide logistical, administrative, and budgeting support to the Data For Health program in coordination with and under the direct supervision of the Country Coordinator/Technical Implementation as well as reporting to the Vital Strategies collaboration lead. Under the guidance of a government manager and relevant D4H partners, the Consultant will be responsible for the following:

A.      Logistical and operational support

 

Task

Deliverable

Support the implementation of all Initiative activities in accordance with regulatory requirements and according to government’s aims, objectives, approved work plans, budgets, and protocols

Specific deliverables to be determined based on approved work plans

Coordinate the delivery of training, meetings and workshops identified in the D4H work plan

Completed training, workshops with confirmed participation of intended audience/s

Support the facilitation of government-approved in-country visits by Initiative partners as required

Confirmed timetables of meetings, site visits, or other activities for planned visits

Procurement of materials and supplies identified in the work plan

Materials and supplies delivered in most cost-effective manner available

 

B.      Administrative, budgeting, and reporting

Compile and share reports on internal and external meeting proceedings as directed

Reports and minutes of meetings and proceedings

Assist the regular communication of and reporting on initiative progress to senior government officials, Vital Strategies teams, and Initiative partners

Participation in weekly progress update conference calls

Prepare and submit reports on in-country Data Impact expenditures and ensure that all such expenditures are made in accordance with agreed government/Data Impact work plans, budgets and protocols, obtaining all required approvals before expenditures are committed or made

Monthly budget and expense reports in agreed format

Ensure timely and accurate reporting of Initiative activities, collaboratively work to identify, and report all roadblocks to implementation of Initiative interventions as well as highlight achievements

Written monthly monitoring reports shared with Initiative partners as requested

Other tasks as directed by the Vital Strategy partners or Country Coordinator/Technical Implementation

Management of Consultancy contract: Vital Strategies is the contracting entity. Day to day management of tasks and approval of deliverables will be via the Country Lead? as well as by the Vital Strategies Data for Health Directors and Deputies.

Position type: Full time/ Consultant

Contract Period: The Consultancy will begin as soon as possible through March 31, 2021, with the possibility of renewal.

Salary: Payments will be completed monthly in US Dollars upon submission of an invoice by the Consultant.
