Education for Development (EFD) believes that education improves the quality of life for disadvantaged children and youth. EFD strengthens and empowers local social organisations enabling them to improve and expand their educational services for disadvantaged children and youth. Through their development, disadvantaged children and youth can gain fair and equal access to education and training thereby developing themselves to their full potential.
The Country Coordinator will be based in Ho Chi Minh City and is responsible for the overall coordination of EFD's activities in Viet Nam for a period of 24 months (with possibility for extension). S/he will report to the Administrative Council of EFD in the Netherlands and Belgium.

Duties include:
- Be the official representative of EFD in Viet Nam and liaise with the Vietnamese authorities, local and international organisations, EFD's fundraising units and administrations.
- Manage EFD's office and activities.
- Manage and coach EFD's local and international staff and volunteers.
- Mobilise resources in cooperation with the international fundraising units.
- Coordinate EFD’s development programs (strategic management; program needs assessments; awareness raising; project planning, monitoring, and evaluation).
- Overall responsibility for EFD’s financial administration.
- Promote EFD and its activities and coordinate marketing campaign.
- Manage the production and sign off all outgoing publications of EFD.

VACANCY:    EFD Country Coordinator for Vietnam

Education for Development (EFD) is a small international organisation based in the Netherlands and Belgium, and currently with one country programme in Vietnam. EFD believes that education improves the quality of life for disadvantaged children. EFD strengthens and empowers local social organisations (such as special education schools, vocational training centers and shelters), enabling them to improve and expand their educational services for disadvantaged children and youth. EFD does this primarily by providing funding, training and management support to these Vietnamese organisations. Through their development, disadvantaged children can gain fair and equal access to education and training thereby developing themselves to their full potential.

EFD is guided by the following principles:
1. EFD’s activities should have a sustainable impact. 
2. EFD strives for maximum participation of all stakeholders, especially the children.
3. EFD shares learning and best practices.
4. EFD raises public awareness of the Rights of the Child, and promotes their right to education.
5. EFD supports organisations regardless of their political and/or religious affiliation.

EFD provides support in three program areas where local social organisations have expressed their highest need; training, infrastructure and management support.
EFD believes that by offering these key areas of support these organisations will have a greater opportunity to build the capacity of their organisation and increase their overall sustainability in providing quality education to disadvantaged children and youth.     
1. Infrastructure Program
Through the Infrastructure Program EFD provides local organisations with the opportunity to obtain small scale funding (up to 15,000 USD) for projects that create or strengthen educational opportunities for disadvantaged children and youth. Activities that EFD supports under this program include improving facilities, purchasing new books, setting up a library and developing training systems.
2. Training Program
EFD’s Training Program focuses on providing staff (mostly teachers) of local social organisations with the opportunity to participate in training programs to build their capacity to deliver quality education. EFD works with educational providers (Training Centers and individual trainers) to provide the training. 
3. Management and Advisory Service Program (MAS)
Through this program EFD provides Management and Advisory (MAS) support to local social organisations to build their capacity at a management level. The focus of the MAS program is to support managers in the areas of human resources, project management, finance and accounting, strategic development, fundraising & PR and general management. Under this program EFD works with specialist volunteers from Corporate Organisations.

DUTIES AND RESPONSIBILITIES:
The Country Coordinator will be based in Ho Chi Minh City and is responsible for the overall management of EFD's activities in Viet Nam for a period of 24 months (with possibility for extension). S/he will report to the Administrative Council of EFD in The Netherlands and Belgium. Duties include:
- Liaise with the Vietnamese authorities for NGO Affairs and ensure EFD's activities in Viet Nam have received their approval and support to allow timely implementation.
- Liaise with EFD's fundraising units and administrations in Belgium, Switzerland and The Netherlands and ensure that they have access to sufficient information.
- Manage EFD's office and activities.
- Manage and coach EFD’s staff members.
- Coordinate the work and involvement of EFD's local and international volunteers.
- Guarantee sufficient resource mobilisation for EFD's operation in Viet Nam in cooperation with the international fundraising units and fundraising staff and volunteers.
- Coordinate EFD’s development programs in Viet Nam (this includes managing the strategic cycle; coordinating program needs assessments and awareness raising activities; program planning, monitoring, and evaluation).
- Overall responsibility for EFD’s financial administration in Viet Nam (this includes endorsing EFD’s budgets and accounting reports, and supervising the project accounting).
- Be the official representative of EFD in Viet Nam and maintain relationships with Vietnamese organisations, donors and other international organizations. This involves acting as Coordinating Agency for INGO Affairs of Southern Vietnam and participating actively in INGO networks.
- Provide advice and on-the-job training to EFD’s staff and volunteers in areas such as program management, fundraising and public relations.
- Promote EFD and its activities and coordinate marketing campaign.
- Manage the production and sign off all outgoing publications about EFD such as newsletters, annual report, and web site.

QUALIFICATIONS AND EXPERIENCE:
Essential:
- University degree in social sciences, education or management, preferably development management and/or related field
- A minimum of 3 years of successful experience in management and resource mobilisation
- Experience in educational development programmes
- Good team leadership and management qualities
- Proven ability to assume high levels of responsibility
- Experience in working with standard word processing, spreadsheets and internet applications
- Excellent interpersonal skills
- Excellent written and spoken English
- Strong ability to work in a multi-cultural environment

Desirable:
- Experience in working for a Non Government Organisation preferably in Viet Nam or China
- Familiarity with Vietnamese institutions involved in services for children and with government institutions and procedures
- Vietnamese, French and/or Dutch language skills

CONDITIONS OF SERVICE: 
The Country Coordinator in Viet Nam will receive a total of USD 25,000 a year, which is intended to cover all living costs, including transport/air fare to Viet Nam, insurances, accommodation and daily living expenses. The Country Coordinator is entitled to 25 days annual leave.
